- The Engineer Research and Development Center Contracting Office (ECO), on behalf of Engineer Research and Development Center Military Engineering business area is releasing this competitive combined synopsis/solicitation to establish an Other Transaction for Prototype Agreement (OTPA), pursuant to 10 U.S.C. 2371b, with an eligible Consortium. It is the Government's intention to enter into an OTPA with only one (1) Consortium that can best meet the Government's defined scope provided below. The Consortium shall be open to new membership and display a broad array of expertise and experience connected to the domains identified herein. The Consortium, including educational, nonprofit, and commercial organizations with broad and open membership, shall provide the Government a lead management organization to collaborate across barriers that include military/civilian, public/private, and local/regional/national concerns to manage competition, award, administration, and business operations. Draft Articles and associated Attachments will be provided at the soonest possible time to allow for questions and comments to be addressed prior to the proposal due date. All proposals will be required to acknowledge these documents and should a proposal be submitted prior to these documents being made available, the proposal is requested to be resubmitted to ensure that the Offeror is knowledgeable of all of the aforementioned documents. Proposals are due no later than 13 September 2018 3:00 PM CST. Proposals shall be emailed to Landers.Grant@usace.army.mil.
