Description

Purpose The purpose of this announcement is to release the solicitation for facilities/system maintenance of the building and laboratories at the Defense Microelectronics Activity (DMEA). Requirement The Defense Microelectronics Activity is a small Department of Defense (DoD) semiconductor laboratory located in McClellan, CA. The Contractor will provide all personnel, equipment, tools, materials, supervision, subcontracts, and other resources necessary to perform maintenance and operational services for facilities, systems, system features, components, and equipment at the DMEA campus. While the scope of this requirement will include a wide variety of facility maintenance activity, some of the more technical activities will include, but is not limited to, preventative maintenance and corrective/emergency maintenance of the following systems: - Heating Ventilation and Air Conditioning (HVAC) - HVAC Water Treatment including chillers, cooling towers, piping and components - Filters Replacement for air handlers and water filter replacement on process chilled water skids that provide temperature controlled clean filtered air to offices, laboratories, and ARMS clean rooms. - Compressed Air Equipment including Clean Dry Air (CDA) and Hi-Vacuum systems for semiconductor clean rooms - Electrical for building electrical systems and those supporting semiconductor foundry operations - Emergency Backup Generators Preventative maintenance means she systematic and scheduled cyclic check, inspection, and correction of minor deficiencies to preserve and/or maintain the facility, system, or equipment in such a condition that it may be effectively used for its designated functional purpose. Preventive maintenance will be performed to OEM specifications and include, but may not be limited to, any or all of the following actions: inspection, testing, cleaning, lubrication, adjustment, calibration, minor repairs, and part or component replacement and programming as required. Corrective Maintenance means the unscheduled actions performed due to a failure to restore the facility, system, or equipment to a specified condition. Corrective maintenance may include any or all of the following steps: localization, isolation, disassembly, interchange, reassembly, alignment, and checkout of a system, or replacement of a system or feature if beyond economical repair. As required by specific task orders (TOs), the contractor may be required to perform repair actions at their own cost when below the reimbursement threshold. Computerized Operational and Maintenance Records means the Computerized Maintenance Management System (CMMS) O&M information and software licenses to the COR such as labor hours and material costs associated with completed WOs and completed PM work utilizing the Government CMMS web-based resource management platform. Entering and maintaining of the Contractor data/records in CMMS will the responsibility of the Contractor. In addition, as required by specific task orders, the contractor may be required to perform a prescribed amount of miscellaneous service within the cost of the contract. More detail can be found in the Performance Work Statement(s), one PWS for the overarching IDIQ and one PWS for the first significant maintenance task order, both to be issued with the solicitation. Site Visit There will be a site visit at DMEA facilities on Wednesday, 1 August 2018 at 9:00am. DMEA highly recommends attendance at the site visit to get a full understanding of the facility. We anticipate that this site visit will take anywhere from one to one and a half hours. If you plan to attend, please provide the names of the attendee(s), job title of attendee(s), company name, and phone number(s). Due to security procedures, those that do not provide the information for the attendee(s) may be denied access to the facility and may not be allowed to participate. Contract Type The proposed contract is a 5-year single-award IDIQ contract with a not-to-exceed ceiling of approximately $9,000,000. It is anticipated that DMEA would issue TOs for a five-year (base year with option years) TO, which would contain firm fixed-price (FFP) line item for all planned preventative maintenance of covered systems, and both FFP and time and materials (T&M) line items for corrective maintenance of facilities/systems which experience unexpected issues. However, different time periods may be solicited for maintenance or services tasks, as the situation dictates. Additional task orders could be issued to handle enhancements, backlogged maintenance issues, or other operational services in support of maintaining DMEA facilities. The North American Industry Classification System Code (NAICS) for this requirement is 561210, Facilities Support Services (Service Code J041) and the small business size standard is $38.5 million.
