- THIS IS A NOTICE OF INTENT TO SOLICIT VIA A SET ASIDE THROUGH THE SMALL DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) PROGRAM. THIS IS NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED FROM THIS NOTICE. In accordance with the Federal Acquisition Regulation (FAR) 37.6, Performance-Based Acquisition, the U.S. Army Corps of Engineers (USACE) Jacksonville District (SAJ) proposes to award one (1) Single Award Task Order Contract (SATOC), Indefinite Delivery Indefinite Quantity (IDIQ) Services Contract to perform Quality Assurance Services for Civil Works Construction Projects in Puerto Rico and the Virgin Islands. The period of performance will be for five (5) years, with a base period of one (1) year and four (4) option years from the date of award. This procurement will result in the award of Small Disabled Veteran Owned Small Business (SDVOSB) Set-aside, Firm-Fixed Price ((FFP) commercial contract. The intent is to procure quality assurance services as required to respond to the District's large number of complex civil works projects. The contract will contain a Performance Work Statement (PWS) consisting of quality assurance services subject to the Service Contract Act. The subsequent solicitation is anticipated to include the following instructions to SDVOSB vendors: Pursuant to FAR 19.1503(b)(3), offerors must have all required SDVOSB eligibility documents in the SDVOSB Program Repository currently available at Certify.SBA.gov, at the time of their initial offer on the instant procurement. The list of required documents is provided in FAR 19.1503(c). If the apparent successful offeror does not have all documents in the SDVOSB Program Repository currently available at Certify.SBA.gov, it will be referred to the U.S. Small Business Administration (SBA) for a SDVOSB status protest. Offerors that need assistance in submitting the documents to the SDVOSB Program Repository are advised to contact the SBA Office of Government Contracting at SDVOSB@sba.gov. This service is for a FFP IDIQ contract under North American Industry Classification System (NAICS) Code 541990, All Other Professional, Scientific and Technical Services, with a size standard of $15,000,000.00. The solicitation for this requirement will be issued on or about 18 August 2018 with proposals due on or about 18 September 2018. Solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities (FBO) website: https://fedbizopps.gov/.
