- Specs Document Plans Document Solicitation SOLICITATION ISSUED ON 17 AUGUST 2018 Electrical Upgrades at the Thomaston Dam Solicitation Notice. The U.S. Army Corps of Engineers, New England District has a requirement for Electrical Upgrades at the Thomaston Dam, located in Thomaston, CT. This is a set aside for certified small business contractors. The NAICS code for the work described below is 238210 (Size Standard $15.0 Million). The project is planned to be issued in September 2018, and will be set aside for Small Businesses. The construction will occur in the fall of 2018.
