- Please answer the attached questionnaire with your submission Attached is the combined synopsis / solicitation The purpose of this solicitation is to procure research and and completion of a historical manuscript for the Center of Military History on the early (2001-2003) years of the Iraq Campaign. Please see the attached solicitation for additional requirement details. Offers will be evaluated on both price and past performance. Past performance will be evaluated based on the information provided via the attached questionnaire. Please reference the solicitation provision 52.212-2 for evaluation criteria information. Questions concerning this action must be submitted by 23 August 18 by 3:00pm EST.
