- Request for Information Questions This is a Request for Information (RFI) as outlined in FAR 15.201(c) (7) and FAR Part 10. This RFI is issued as market research to determine industry’s capabilities to provide a solution with real-time, or “as near to real-time as possible,” information discovery and awareness capabilities, and information alerts. Through access to and analysis of these sources, the information provided by the industry entity to the Department of State (DOS) customer will provide DOS with breaking or anticipatory information, regarding specifically identified subject matters, situations, and geographic areas around the world. Disclaimer: The information provided in the RFI is subject to change and is not binding on the Government. The Government does not intend to award a contract on the basis of this RFI or reimburse any costs associated with the preparation of responses. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked “Proprietary” will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI will assist DOS in determining the potential level of interest, competition adequacy, and technical capabilities of commercial vendors to provide the required products and services. The Government does not guarantee any action beyond this RFI. It is requested that all interested parties submit the responses to the enclosed questions by e-mail to Samia Bingham at BinghamSC@state.gov by 3:00pm EST, August 31, 2018. If you have any questions or comments, you may email BinghamSC@state.gov but please reference this Request for Information Notice when emailing. All questions due on or before 23 August 2018 at 10am EDT. At this time, the U.S. Department of State does not guarantee that any future contracts may be awarded from the responses to this Sources Sought notice and do not bind the U.S. Department of State to any agreement with the responder, be it explicit or implied. *Please refer to the attached document for further details and instructions
