Site Sheet Site Sheet Appendix C Instructions and Evaluation Performance Work Statement Site Sheet Site Sheet Site Sheet Site Sheet Site Sheet Pricing FY25 Pricing FY24 Pricing FY23 Pricing FY22 Pricing FY21 Pricing FY20 Pricing FY19 This includes all CDRLs for A001 through A0026 CDRL Matrix Subject: Official Request for Proposal for Power Conditioning and Continuation Interfacing Equipment (PCCIE) for Emergency Maintenance and Preventative Maintenance (EMPM) Contract Type : Firm Fixed Price and T&M (Single Award IDIQ) Period of Performance: 6 years (5 yr ordering period) Anticipated Period of performance: 15 April 2019 - 14 April 2024 CLINs: 0001 FFP - UPS Emergency Maintenance 0002 FFP - UPS Preventative Maintenance 0003 FFP - Batteries Preventative Maintenance 0004 FFP - Ancillary Equipment Preventative Maintenance 0005 FFP - UPS and Ancillary Equipment Diagnostic 0006 FFP - Repair and/or Replace 0007 T&M - Overseas Travel 0008 NSP - DATA IAW DD 1423-1 The PCCIE office supports maintenance activities on U.S. Air Force Uninterruptable Power Supply (UPS) Systems worldwide. This support includes, but is not limited to emergency and preventative maintenance on rotary and static UPS systems, paralleling gear, switchgear, flywheels, batteries, remote monitoring equipment, and battery monitoring equipment, Electromagnetic Interference (EMI) filters, Power Distribution Unit(s) (PDU) and other ancillary equipment. The UPS systems may be single or three phase, in single or multi-module UPS systems configurations and are manufactured by various manufacturers. The government's UPS systems support and protect sensitive electronic mission critical equipment. The Contractor must abide by and comply with all current applicable international, state and local codes, regulations, standards, procedures, policies, publications, safety regulations/standards and manuals Place of Performance: Worldwide including remote locations (Thule, Greenland, Diego Garcia, etc.) The Agency conducted a sources sought synopsis to determine whether any other sources could fulfill the requirement. The Agency considered all responding sources and recommended courses of action. ( LINK: https://www.fbo.gov/spg/USAF/AFMC/OOALC/FA821717R5008/listing.html ) In accordance with FAR 6.302.1 the Agency determined from market research that these services and supplies are deemed to be available only from the original source for the continued development of this highly specialized equipment. It is likely that award to any other source would result in: (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, and (B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 3304 (b)(2)) or 41 U.S.C. 253 (d)(1)(B).) All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. Interested sources may also obtain the solicitation and Performance Work Statement (PWS) on this synopsis per FAR 5.207(c)(17) by contacting the POC below and providing a valid and current signed DD 2345 form. Notice to Offeror(s)/Supplier(s): "Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."
