- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 0011199288 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99. The associated North American Industrial Classification System (NAICS) code for this procurement is 334290 with a small business size standard of 750.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2018-09-06 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Annville, PA 17003 The National Guard - Pennsylvania requires the following items, Brand Name or Equal, to the following: LI 001: 52.211-6 Brand Name or Equal to VP5000 7/800 MHz model 2 QTY 55 EA includes all accessories described in Scope of Work Salient Characteristics of an Equal Offering include: 1. Radios must be VHF, UHF, 7/800Mhz Capable. Continuity of communications with reliable transmission and reception without degradation throughout the state of Pennsylvania. Radios must be able to work on the commonwealths 800mhz network. Prior to contract award winning bidders system must be validated by Jeff Toth jetoth@pa.gov Department of Military and Veterans Affairs “ Bureau of Information Technology. 2. Radios must be capable of the following: * Phase 1 Trunking for use on the commonwealth 700Mhz-800mhz band. * Phase 2 Trunking with Authentication for use on the Commonwealth PASTARNet VHF/800Mhz system * Harris EDACS capable for use on the Lebanon County UHF radio system which is needed to communicate with local first responders. * Front Panel Programming that allows the end user to manually enter conventional frequencies via the radio keypad 3. Environmental Standards include: MIL-STD-810G (Supersedes 810D, -E, & -F) IP67 (Dust tight & Water resistant) 4. Each radio must have the following: * Ability to order repair parts and accessories as needed. *2 Year extended warranty on component and parts (total of 5 years with standard 3 year warranty) *Protocol 25 (Phase 1 & 2 Trunking) *Black color *Immersion Housing *Analog FM *AES 256 Encryption *ARC4 software encryption; compatible w/Motorola ADP * DES-OFB * Blue Tooth * Built in GPS receiver / antenna * Over-the-Air-Rekeying (OTAR) *Full Keypad with numeric *Mixed protocol operation (P25 Phase 1 & 2 Trunking, P25 Conventional, SN/SZ, FM Analog) * OVER THE AIR REKEYING (OTAR) *Encryption Algorithms -AES, DES-OFB, Encryption Lite (ARC4) *Includes battery and charger, per radio. *Transceiver for supported bands for UHF, VFH, 700/800 MHz *includes flexible boom microphone with noise-cancelling, waterproof, with active noise reduction * includes headset (over the ear) *Carrying case with strap / belt loop 5. Required Accessories for each Handheld Radio: Battery x 55,Charger (1 Bay) x 55, ½ Wave Antenna, 700-800 x 55 Microphone x 55, Headset x 55,Programing equipment x 55 Operations and technical manuals x 55, Minimum two year warranty x 55 6. See Scope of Work for Specifications **All offers of equal consideration must include Non-Price detailed description of supplies and required accessories and photos of the radio and accessories required for each unit**, 55, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Pennsylvania intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Pennsylvania is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.
