- The USPFO for Connecticut intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the construction to Add/Alter Building 18 for Security Forces, Bradley Air National Guard (ANG) Base, East Granby, CT. Specifically required is a Security Forces operations facility for the direction of security, law enforcement, crime prevention, investigation, training, and information, as well as for personnel security and resource protection, current parking area with lighting will need to be increased to accommodate the additional personnel. Functional areas include: Base Defense Operations Center, Law Enforcement Desk, Central Security Control, an armory and guard mount area, and command and administration area. Option Items are as follows: 1) Upgrade driveway from asphalt to concrete and 2) Mill and overlay parking and roadway. The contract duration is 455 days after Notice to Proceed (NTP) to include inspection and punch list. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,000.00. The magnitude of this project is between $1,000,000 and $5,000,000. Planned Brand Name/Sole Source Justifications to be posted with the RFP: 1) Advantor Security System, 2) Monaco Mass Notification Panel and Monaco Fire Alarm Addressable Components, 3) Monaco MAAP-X and 4) Schlage Electric Locks. Your attention is directed to FAR CLAUSE 52.219-14 (c)(3) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees," which applies to this project. The tentative date for issuing the solicitation is on-or about 09 July 2018. The tentative date for the pre-proposal conference is on-or about 18 July 2018 - time and location specifics will be in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by 13 July 2018 via e-mail (preferred) to thomas.e.tortorella.mil@mail.mil AND eric.m.hoss.mil@mail.mil. The solicitation closing date is scheduled for on-or about 19 September 2018. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Technical, Past Performance and Price. Bidders/Offerors cannot log into the FedBizOpps home page and search for data. This solicitation is not a competitive bid and there will not be a formal public bid opening.
