Description
General Services Administration (GSA) seeks to lease the following space: State: D.C. City: Washington Delineated Area: DC Central Employment Area Minimum Sq. Ft. (ABOA): 47,000 Maximum Sq. Ft. (ABOA): 54,000 Space Type: Office Parking Spaces (Total): NA Parking Spaces (Surface): NA Parking Spaces (Structured): NA Parking Spaces (Reserved): NA Additional Requirements: - ISC Level 4 security for the building - Metro proximity - Must be located within 2,640 walkable linear feet (wlf) on paved, handicapped accessible pedestrian pathways from the building’s main entrance to the main entrance of a Metro station - Entire space must be provided on no more than 2 floors - S ubleases are unacceptable. Only existing buildings will be considered Action : Choose whether or not a fully serviced lease is required. Also choose 100 year floodplain unless requirement is identified by agency as a critical action. Building(s) offered for consideration must be of sound and substantial construction of the type generally recognized as contemporary with the ability to meet all current applicable Federal, state, and local government building codes and regulations including, but not limited to, fire and life safety, accessibility, sustainability, OSHA, and seismic protection standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. note that any figures used for a cost benefit analysis (CBA) must be based on the results of the RESPONSES to this ADVERTISEMENT and additional market research (e.g., costar database searches, gsa listing files, etc.). Consideration of “non-productive agency downtime” in a CBA should be rare. The U.S. Government currently occupies approximately 16,000 ABOA SF of office and related space in a building under a lease in Washington, D.C. The Government has identified a need for approximately 31,000 ABOA SF of expansion space and is considering alternative space for the total requirement of 47,000 ABOA SF if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis to determine whether to compete the lease requirement or pursue a sole source justification to negotiate an expansion. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. The General Services Administration (GSA) is not using a tenant broker to represent the Government in this transaction. In no event shall a potential Offeror enter into negotiations or discussions concerning a space to be leased with representatives of any Federal agency other than the authorized officers and employees of GSA. Owners, brokers or agents may offer space for consideration. Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the building offered. Expressions of interest should include the following information at a minimum: 1. Building name, address, and age; 2. Location of space in the building and date of availability; 3. Rentable square feet (RSF) offered and rate per RSF; 4. ANSI/BOMA office area/usable square feet (USF) and rental rate per USF, full service, meeting GSA's standard building shell requirements; 5. Name, address, telephone number, and email address of authorized contact; 6. Scaled floor plans (as-built) identifying offered space; 7. Information on project and building ownership.
