- Repaint 2012 4X4 Chevy Express 15-Passenger Van, Ala Kahakai National Historic Trail, Hawaii This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation No. 140P8218Q0047 is issued as a Request for Quotation to repaint a 2012 4X4 Chevy Express 15-Passenger Van for the Ala Kahakai National Historic Trail on the island of Hawaii. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98 dated 5/31/2018. This acquisition is a 100% small business set aside, using NAICS 811121; Automotive Body, Paint and Interior Repair and Maintenance (size standard $7.5 million). The contractor who is selected for this project will provide all labor, materials, and equipment to complete the attached Scope of Work. The following provisions/clauses apply to this acquisition and are attached or incorporated by reference: The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer. If your annual representations and certification have not been completed electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal, please provide a completed copy of your representations and certifications pursuant to FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with your offer. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses cited and incorporated by reference: FAR 52.209-2, 52.209-10, 52.217-8, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.225-25, 52.232-34, 52.232-40 and the following clauses in paragraph (c) 52.222-41, 52.222-55. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. Note: The Service Contract Act applies to this solicitation (see applicable wage determination attached). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Past Performance (ii) Price Award will be made to the offeror proposing the lowest evaluated price meeting or exceeding the acceptability standard for non-price factors. If an offeror receives a rating of unacceptable, they will not be considered for award. Line Item: 10 Repaint Passenger Van 1 LS $______________ A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
