- This file contains the SF1449, the Performance Work Statement and the clauses The purpose of this work is to develop spatially explicit information for restoration tree planting that will allow coordination among the many public and private organizations involved in forest restoration. The work will gather stakeholder information and utilize existing knowledge and expertise in order to accomplish five tasks: 1) Identify key sectors interested in post hurricane tree replanting; 2) identify purpose(s) of replanting, i.e., shade, watershed protection, beautification, timber, biodiversity conservation, fruit production, or other; 3) identify planting solutions that address planting purposes; 4) spatially map and prioritize replanting options; and 5) report on findings to interested stakeholders in order to support well-planned, efficient, and integrated reforestation efforts. The work will be conducted over a 12 month period, with information gathering and synthesis in the first 4 months period and interim products and updates developed throughout the process. Contract amount shall not exceed: $52,500.00 for the 12 month period It is in the best interest of the Government to pursue this procurement as, restricted to local businesses of Puerto Rico to help promote the economy for the local citizenry and maintain a source base for these services in accordance with FAR 6.202. It has been determined that there is enough prospective local competition to qualify this procurement as full and open competition after exclusion of sources. In accordance with 29 C.F.R. 4.115, Exemptions and Exceptions., this solicitation is not subject to using service employees exclusively, rather it is open to direct service individuals to accommodate very small businesses.
