- NASA/MSFC has a requirement for an Education Training Facility. MSFC will be negotiating with the U.S. Space and Rocket Center (USSRC) only for the continued use of the second floor of the USSRC Education Training Facility (ETF). This effort will procure 7,891 square feet of training space. The proposed contract with USSRC provides for the use of the second floor of the facility as well as the tools and furnishings necessary to conduct training and professional development activities for MSFC employees, contractors, and others. The day-to-day operating elements for the facility include maintenance, security, utilities, and janitorial services. Market research was not conducted because of an existing real estate agreement between USSRC and MSFC for the facility. With the investment the Government has made in the building and the real estate agreement, it is not plausible to rent or procure a different facility for MSFC's ongoing need. The Government intends to acquire a commercial item/service using FAR Part 12. Interested organizations may submit their capabilities and qualifications in writing to Renatta America at renatta.r.america@nasa.gov no later than 4:30 p.m. local time on 08/28/2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
