Description: The Millennium Challenge Corporation (MCC) is supporting the efforts of the Government of Sri Lanka (GoSL) to develop the preparation of land policy papers. This is intended to support the GoSL's decisions on land policy and legal reform actions and other support activities as outlined in the RFQ. A policy paper on the benefits to investment and economic activity created by converting these rights in state land to wholly freehold rights will support the GoSL initiatives to adopt this reform and establish a streamlined procedure to implement it. The GoSL now has two systems for registration of private rights in land - a Deeds system and a Title Registration system. A policy paper reviewing the advantages and disadvantages of each system and providing evidence based findings and recommendations based on international best practices on whether the GoSL can move all property rights into the Title Registration System would help inform the GoSL's future actions in establishing an easy to use and secure private property rights system. 16. a.
