Description
The Sources Sought Notice dated 6/29/18 is replaced in its entirety by the following. Firms who responded to the notice dated 6/29/18 need not resubmit. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and determining whether to set-aside the requirement for small businesses. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide preventive maintenance (PM), corrective maintenance (CM), and environmental compliance (EC) of the Smart Power Infrastructure Demonstration for Energy Reliability and Security (SPIDERS) Joint Capability Technology Demonstration (JCTD) Microgrid and Electrical Distribution System at Camp H. M. Smith, Oahu, Hawaii under an Indefinite Delivery Indefinite Quantity (IDIQ) type, performance-based contract that is comprised of both recurring work and non-recurring work items. The work shall include, but is not limited to, associated systems such as Utility Monitoring and Control Systems (UMCS), Fueling Systems (e.g., Fuel Level Alarm Indication), Direct Digital Control (DDC) Systems, Test Simulators, Meters, Audible Alarms, Fueling Systems, Protection Relays associated with SPIDERS, Cyber Security, Heating, Ventilation and Air Conditioning (HVAC) Systems, Chillers, Boilers, Water Treatment Systems, Supervisory Control and Data Acquisition (SCADA) Systems, and Communication infrastructures. Associated components include but are not limited to cabling, fiber optics, generators, control boards, transfer switches, batteries, belts, hoses, fuses, engines, circuit breakers, relays, motor starters, variable speed drives, flywheels, UPSs, power distribution units (PDU), wiring, control wiring, transformers, switches, controllers, Human Machine Interfaces (HMI), simulators, servers, meters, fueling system, diesel fuel tanks, diesel fuel lines, diesel fuel tank secondary containments, vents, vent lines, and diesel tank leak detection systems. The Contractor shall also provide EC in accordance with spill prevention control and countermeasure (SPCC) regulations specified in Title 40 CFR Part 112, Oil Pollution Prevention Act. The implementation of the SPCC plan is intended to prevent and control the discharge of oil from non-transportation-related onshore and offshore facilities into or upon navigable waters of the United States and adjoining shorelines. The SPCC regulations establish the minimum spill prevention and containment procedures, methods, appropriate containment and/or diversionary structures or equipment and other requirements for equipment necessary to prevent and to contain discharge of oil from facilities. The Contractor shall also provide EC for the SPIDERS generators in accordance with the Hawaii State Department of Health (SDOH) Air Permit. The Contractor shall have the appropriate licenses, certifications, proprietary tools, and expertise to perform duties as required. The NAICS Code for this procurement is 238210 and the annual size standard is $15,000,000. The contract term will be a base period of one year plus four option years. Interested sources capable of providing the required services must respond by e-mail to lara.a.staley@navy.mil no later than August 27, 2018. Interested sources shall (1) indicate that they are capable of providing the required services; (2) indicate their size status (i.e., small business, 8(a), HUBZone, service disabled veteran owned small business (SDVOSB)); (3) indicate whether they intend to submit a proposal as a prime contractor; and (4) provide the following information for customers for whom you have performed similar Microgrid and Electrical Distribution System Maintenance and Repair Services. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP.
