- Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to, Powers of Arkansas, Inc., 5440 Northshore Dr., North Little Rock, AR 72118 as they are the only authorized source for Siemens Greenhouse Controls in the state of Arkansas, pursuant to the authority of 41 U.S.C. 253(c)(l) and FAR 13.106-1(b)(1)(i), to provide the labor, materials and controls to upgrade existing Greenhouse controls in 8 Greenhouse Bays (Bay 1, 2, 3, 4, 6, 7, 8 and 9) to Siemens digital controls, Siemens Apogee Insight system, and to update existing Siemens Apogee Insight controls in 2 Greenhouse Bays (known as 5 and 5A). This upgrade will allow for energy savings scheduling and control of each greenhouse on a centralized Siemens controls system. The Government intends to award a firm fixed price Purchase Order on or about September 4, 2018 using Simplified Acquisition Procedures. This Notice of lntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00 PM Central Time September 2, 2018. Information received will be considered solely for determining whether to conduct a competitive procurement.
