- Solicitation: N68335-18-Q-0241 Title: Aviation Support Equipment NAICS Code:811219 PSC Code: J035 Response Date- 15 Days Primary Point of Contact Jane Bednarczyk jane.bednarczyk@navy.mil Phone: 732-323-5368 The Naval Air Warfare Center Aircraft Division, Lakehurst intends to enter into sole source negotiations for the repair, test, inspection and certification for the Helmet Mounted Display Test Set (P/N 620900-02-01) Rockwell Collins is the Original Equipment Manufacturer (OEM) of the Test Set. Rockwell Collins is the only known source with the knowledge capable of maintaining configuration control of the design, development, and manufacturing process of the Test Set they are the original equipment manufacturer (OEM) and retains all the proprietary/technical data rights. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1, therefore, a solicitation is not available for this procurement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
