- The Naval Surface Warfare Center Philadelphia intends to procure scaffolding services on a Sole Source basis from Rhoads Industries. Competition is not feasible for this requirement due to unusual and compelling urgency. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
