Description

This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source purchase order (period of performance of 9-1-2018 to 8-31-2019) to the following contractor for Building Controls System Upgrade, VA Nebraska Western Iowa Health Care System, Omaha VA Medical Center (VAMC), 4101 Woolworth Avenue, Omaha, NE 68105-1850: Control Services, Inc. 5712 South 85th Circle Omaha, NE 68127 DUNS: 072896459 This is done under authority of FAR Subpart 13.5 in accordance with 41 U.S.C. 1901. This is not a request for competitive quotes. Market research revealed that this is a logical follow-on to existing work done by Control Services Inc for the Omaha VA Medical Center in regards to HVAC and building controls related to HVAC. This is a logical follow-on to Control Systems existing contract to do HVAC services at Omaha VA Medical Center for both the Main Building and ACC, and this system control upgrade at the ACC ties in to this system interconnectedly. Both buildings (Main Building and ACC) require an interconnected systems control. Control Services, Inc. currently has the HVAC Controls contract number VA263-15-C-0136 at the Omaha VAMC for the Main Building. Also, they were awarded the contract for the new 150,000 sq. feet ACC building HVAC installation to be completed in 2020. This new facility will have upgraded ECOStrxure Controls System. Our current Andover Controls System (in the main hospital) is no longer supported. Control Services is contracted to maintain the main hospital, and now has the contract for the new ACC building. To keep continuity between both facilities, with the same operating systems Control Services is capable of providing this service over any other contractor. This is a logical follow-on for the Government that would result in consistent, system efficiency in HVAC system controls service delivery for our Veteran patients. Contractor shall upgrade outdated systems control for EcoStruxure at Ambulatory Control Clinic (ACC) to match Main Building at the VA Nebraska Western Iowa Health Care System, Omaha VA Medical Center, 4101 Woolworth Avenue, Omaha, NE 68105-1850. Work shall include the following: Phase A Description of Work: Upgrade of the front-end network level controllers (Andover Net Controllers) to Schneider Electric Automation Server Controllers. Tie in existing controller trunks to the Automation Servers in a one-for-one swap. Each communications trunk will be inspected prior to connection to the Automation Server. Phase B Description of Work: Upgrade of the front-end network level controllers (Andover Net Controllers) to Schneider Electric Automation Server Controllers. Tie in existing controller trunks to the Automation Servers in a one-for-one swap. Each communications trunk will be inspected prior to connection to the Automation Server. Phase C Description of Work: Upgrade of the front-end network level controllers (Andover Net Controllers) to Schneider Electric Automation Server Controllers. Tie in existing controller trunks to the Automation Servers in a one-for-one swap. Each communications trunk will be inspected prior to connection to the Automation Server. Phase D Description of Work: Upgrade of the front-end network level controllers (Andover Net Controllers) to Schneider Electric Automation Server Controllers. Tie in existing controller trunks to the Automation Servers in a one-for-one swap. Each communications trunk will be inspected prior to connection to the Automation Server. Phase E Description of Work: Upgrade of the front-end network level controllers (Andover Net Controllers) to Schneider Electric Automation Server Controllers. Tie in existing controller trunks to the Automation Servers in a one-for-one swap. Each communications trunk will be inspected prior to connection to the Automation Server. The North American Industry Classification System (NAICS) code for this service is 334290 (Other Communication Equipment Manufacturing) and the Product Service Code (PSC) is j041 (Maintenance and Repair of Refrigeration/Air Conditioning Equipment). While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement, including documentation from Schneider Electric that such vendor could provide this service as an authorized dealer or third party for servicing Schneider Electric EcoStruxure building controls equipment.
