Description
Amendment 1 of solicitation FA7014-18-R-1011. The Synthetic Theater Operations Research Model (STORM) Request for Proposal AMENDMENT ONE, 17 JULY 2018 An amendment has been attached extending the deadline for submitting oral presentation requests from 16 July 2018 1200 EST to 20 July 2018 1600 EST. Grammatical errors have been corrected in Section L and M. All other terms and conditions of this solicitation remain the same. 1. The Government is requesting proposals for supporting the " Synthetic Theater Operations Research Model (STORM) " for the Secretary of the Air Force, Acquisition. HQ USAF/A9 has a requirement for modeling and simulations to support force structure decisions, analyze potential force employment options and evaluate the contribution of various weapons and weapon systems to the outcome of key objectives in campaign-level conflicts. STORM is the model of choice here from Campaign level analyses. For analyses at this level of war, AF/A9 utilizes various tools to assess the air, space and cyberspace campaign's impact on the overall joint campaign. These analyses demand accurate and timely representation of the many dimensions of air, space and cyberspace warfare and their relationship to actions by other services or coalition forces. To examine the military potential of proposed doctrinal changes or evolving weapon systems, AF/A9 uses flexible, state-of-the-art theater-level models. STORM is the Air Force's campaign model solution, integrating air, space, sea, land and cyberspace domains. STORM is a dynamic, complex analytic simulation representing campaign-scale military operations in a joint war fighting context. The period of performance (PoP) for this requirement is five (5) years, consisting of a one (1) year base period plus four (4) one (1)-year option periods. The anticipated PoP start-date is 28 November 2018. 2. The Contracting Officer (CO), Ms. Kari Walters, and the Contract Specialist (CS), Lt William Engelhart, are the points of contact for this acquisition. All questions or concerns should be e-mailed to the CO and CS. The contracting team is preferably reached via e-mail. 3. This effort is solicited as a Total Small Business Set-Aside. The NAICS is 541330 - Engineering Services, Exception A, with a size standard of $38.5M. 4. All proposals shall be received via email to kari.k.walters.civ@mail.mil and william.m.engelhart.mil@mail.mil by 12:00PM Eastern Time on 17 August, 2018. It is the responsibility of the Offeror to verify receipt of proposals with the CO or CS. Please include RFP #: FA7014-18-R-1011 in the subject line. Possible delays should be anticipated when using electronic submissions. Late proposals will be processed in accordance with FAR Provision 52.212-1(f) Late Submissions, Modifications, Revisions and Withdrawals of Offers. 5. Contracting Officer Representatives (CORs) will be officially assigned in writing by the CO prior to Task Order (TO) award. 6. Past Performance Questionnaires shall be sent to the offeror's points of contact. The offeror should make its best effort to send out a sufficient number of past performance questionnaires to reasonably expect the CO will receive at least one questionnaire on each cited contract/work effort. The questionnaire recipient will e-mail completed questionnaires directly to the contracting office listed on the questionnaire. Offerors shall not complete any information in the Past Performance Questionnaire and questionnaires received directly from offerors will not be evaluated. Past Performance Questionnaires are requested to be received in the issuing office with the response of the RFP 7. Note that proper response to this solicitation requires the offeror be International Traffic in Arms Regulation (ITAR) compliant before release of any Government Furnished Information (GFI) in this solicitation is authorized. The GFI is ITAR-controlled technical material regarding STORM's operations. Additional information on this requirement may be found in Section 3.7 of the solicitation's Section L. 8. Please comply will all instructions listed in the solicitation. Be sure to fully read the solicitation's Section L, M, and the accompanying attachments. Failure to adhere to all instructions may be deemed unresponsive and/or incomplete.
