Description
This is a Sources Sought Notice for the following services related to VA Medical Center, Bath NY project 528A6-18-621; Design for steam and condensate line replacement. The VA Medical Center, Bath, New York is seeking professional Architect/Engineer firms, under NAICS code 541330, to provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to Replace the steam and condensate lines. The general scope of this project is to design steam & condensate piping replacement for the Bath VAMC campus. This design will include a full analysis of the existing main steam distribution system to include as-builts of all associated lines including a detailed analysis of all steam traps, and abatement design to include a phasing/access plan for abatement of all mains. This design will be coordinated with other on-going design and construction efforts. This design will clearly outline what construction efforts and modifications need to be undertaken in order to complete a full replacement to the entire steam and condensate system main distribution system. Construction drawings, specifications, a rough order of magnitude cost estimate, a submittal log, construction period services, and shop drawing review is to be included with the project. EXISTING CONDITIONS The Bath VAMC is located at 76 Veterans Ave Bath, NY 14810. The layout is a campus with more than 46 buildings located on over 200 acres. Normal working hours are Monday Friday 8:00am 4:30pm. The campus is serviced by steam which is produced at the main power plant (Building 32). The steam distribution lines have been repaired in part over time, but the majority of the lines are original and many still have asbestos insulation. The majority of the steam lines are in concrete vaults that run below grade. The majority of the vaults run below grassy areas, however some run below sidewalks. A/E SCOPE OF SERVICES 1. Provide full steam system evaluation including, but not limited to; all steam lines, all condensate lines, condensate pumping and all steam traps. Evaluation shall include detailed as-built drawings in an editable AutoCAD format. Any areas that cannot be accessed without destructive means shall be annotated as such on the drawings. 2. Develop a full design to conduct abatement of all mains. Provide testing as is necessary to clearly identify all materials affected by the execution of this work as asbestos containing or non-asbestos containing. Provide a phasing plan which clearly outlines how access through spaces will be maintained throughout abatement. 3. Develop a full design to replace all hangers, supports & piping. Piping and all associated fittings shall be stainless steel. 4. Design shall have contingencies for the replacement of tunnel caps that are found to be deficient during excavation. 5. Provide investigative and schematic design services, construction drawings, a cost estimate, construction period services and shop drawing review. 6. Services will include all site, civil, structural and mechanical engineering required for completion of this project. 7. Include in the basis of design all applicable codes and regulations. The schematic design must, at a minimum, be in a accordance with all applicable codes indicated in the Department of Veterans Affairs (VA) Design Manuals and VA Publications (Master Construction Specifications, Construction Standards, National Fire Protection Association (NFPA), Underwriters Laboratory (UL), International Building Code (IBC), National Electric Code (NEC), building codes and standards and VA Information Security Handbook 6500.6, etc.) 8. Assess the intent and scope of this project and work with the Medical Center staff to best suit the needs and constraints of the government, while incorporating VAMC Bath Facility Management Service, VA Network 2, or any other government comments. 9. The design will be completed in a manner such that the estimated construction cost is within the VA budget of $1.4M. Investigative and Schematic Design Services 1. Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. 2. Provide an independent analysis of all main steam distribution and associated lines. Such analysis shall not be limited to ground penetrating radar, thermal imaging, and access by the AE to existing plans and data, and review of pertinent VA documentation. Construction Documents 1. Provide an electronic set and four (4) hard copy set of Architectural E1 (30 x42 ) size working drawings at all review stages. 2. Final design submission shall include phased drawings of all abatement, demolition, and construction work as required to allow the continuous use of all of the floors and areas associated around each impacted area. The phasing plan must allow for Medical Center operations to continue unimpeded. 3. At final design submission, provide an electronic set and three (3) hard copy sets of Architectural E1 (30 x42 ) and one (1) set of Architectural E1 (30 x42 ) drawings which is to be stamped and signed by an Engineer licensed in the State of New York. 4. Electronic set at 100% final stage is to be provided in both PDF and AutoCAD 2017 formats. Specifications & Submittal Log 1. Provide contract specifications utilizing the VA Master Specifications available at www.cfm.va.gov/TIL/. 2. All specifications are to be edited to the specified project and have all impertinent specs and information removed. Edited specifications are to be provided to the Bath VAMC electronically by either email or on a CD rom. 3. Two (2) hard copies of the specifications are to be produced at the 60%, 90%, and 100% design stages. 4. Project design must consider all applicable regulations including NFPA, Life Safety Code, and environmental compliance to produce an all building code compliant project. Utilize VA Space Planning Specifications, in conjunction with the VA Master specifications as outlined in VA Handbook 7610 for space planning purposes. Take into account historic preservation requirements as is applicable. 5. Provide finish schedule as part of the 90% un-reviewed final design and final design submissions. 6. The designer shall provide to the VAMC a comprehensive electronic spreadsheet listing, by specification, of all required submittals for the project for use as a submittal log. The list shall be organized by specification number, followed by the name of the item to be submitted on. Cost Estimate 1. Provide a cost estimate utilizing R.S. Means for the work. This estimate must include asbestos considerations. The product produced must be editable by the VA and should be submitted in Excel Format. Construction Period Services & Shop Drawing Review 1. Attend pre-bid job walk and provide all engineering responses to questions asked by potential bidders and issue an addendum, if necessary. Provide bidding assistance and evaluation as is required. 2. Provide written clarifications to questions (RFI) about the specifications and drawings that are submitted by prospective bidders and/or offerors prior to submission of offers. Written responses shall be prepared and forwarded to the VA Contracting Officer and COR and not to the bidder/offeror. 3. Provide a technical review of all project submittals/shop drawings related to the project and provide all required responses to any design/conflict questions encountered in these areas during construction in an expeditious manner. 4. Provide expeditious responses to all design/conflict questions encountered during the construction term. 5. Upon completion of the project, provide two (2) sets of Architectural E1 (30 x 42 ) as-built drawings stamped and signed by an Engineer licensed in the State of New York. A complete electric set is also to be provided in PDF and AutoCAD 2017 formats The following evaluation criteria will be used during the A/E selection process: 1. Team proposed for this project; 2. Proposed management plan; 3. Previous experience of team proposed for this project; 4. Location and facilities of working offices; 5. Proposed design approach for this project; 6. Project control; 7. Estimating effectiveness; 8 Miscellaneous experience and capabilities; 9. Awards & recommendations; 10. Insurance & litigations. The applicable NAICS code is 541330. This acquisition for design services will be a 100% set aside for service disabled veteran owned small business concern (SDVOSB). All SDVOSBs must be verified by the Office of Small and Disadvantaged Business Utilizations Center for Veterans Enterprise (CVE) through www.vetbiz.gov before award. SDVOSB firms desiring consideration must have a working office located within 300 miles of the Bath, New York city limits and be licensed in New York State. All interested SDVOSB A/E firms are invited to submit Standard Form 330, Architect Engineer Qualifications and for any consultants, on SF 330 Extra Sections E and F.
