Description
Upper Colorado Power Office Controls Modernization THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY Upper Colorado Power Office Controls Modernization The Bureau of Reclamation is seeking potential sources for a design build project to modernized controls in six power plants located within the Upper Colorado Region. This RFI shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded as a result of this announcement. Data submitted in response to this RFI will not be returned. PRINCIPAL COMPONENTS OF WORK A.Complete design and construction stages. B.Provide Controls Modernization for six powerplants located in Arizona, Colorado, Utah and Wyoming to achieve the following: 1.Improve level of automated operation, and reduce the amount of operator intervention required to provide local, facility based control. Includes actions or inputs Operator provides to support the automated operation of the facility. 2.Improve information gathering and maintainability across facility components, for use in monitoring and historical trending activities. 3.Increase general operating efficiency and water flow efficiency in the facilities. 4.Improve start-up sequencing and start-up duration. 5.Standardization, uniform hardware, software and layout to the extent possible. C.Modified system shall not reduce operability of existing system or components. Maintain, at a minimum, protective and safety interlocks currently in use. 1.Emergency shutdown (high-speed) from the electrical protection system shall be hardwired. 2.Emergency operation station signals (for example start/stop or open/close) shall be hardwired. D.Work includes at a minimum: 1.Field investigation of systems and drawings. 2.System design and analysis. 3.Hazardous Material Removal and Disposal. 4.Demolition. 5.Installation. 6.Furnish equipment and components. 7.Control panel replacement and modifications. 8.System programing. 9.Testing and Commissioning. 10.Training. All interested firms shall submit a response demonstrating their capabilities to modernize the power plant controls to the point of contact below. Firms responding shall indicate their socioeconomic status (e.g. small business, service disabled veteran, woman/women owned, HUBZone, etc.) and bonding capability. The NAICS code is 237990. The size standard is 36.5 million. INSTRUCTION FOR RFI SUBMISSION: E-mail responses to this request for information are preferred.
