Description
THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID. PLEASE DO NOT SUBMIT A PROPOSAL. This Presolicitation Notice does not commit the Government to contract for any supply or service whatsoever. Further, The Air Force Installation Contracting Agency (AFICA)/772d Enterprise Sourcing Squadron (772 ESS) is not at this time seeking bids, and will not accept unsolicited bids. The Air Force Installation Contracting Agency (AFICA)/772d Enterprise Sourcing Squadron (ESS), Air Force Civil Engineering Center (AFCEC), and its customer Defense Logistics Agency (DLA) hereby announces their intentions to establish a standalone Firm-Fixed Price Contract to support DLA worldwide fuels infrastructure mission. The anticipated requirement will be issued under Invitation for Bids (IFB), No. FA8903-18-B-0002, using FAR Part 14 Sealed Bidding procedures for Tank 5, TankBau, Reconstruction and Repairs to be conducted at Incirlik AB, Turkey. DECA Statement: In Accordance with FAR Part 6.6.302-4 International Agreement, this requirement will be solicited as Full and Open with exclusions. Due to an established economic agreement between the United States Government and the Government of Turkey, the United States Air Force intends to award to a business concern within the country of Turkey; as required by the Defense and Economic Cooperation Agreement (DECA), Supplementary Agreement 3, Article VI "For the purposes of this Agreement, material, equipment, provisions, supplies, services, and civilian labor required by the Government of the United States shall be procured in Turkey to the extent feasible." If it is discovered that award to a business concern within the country of Turkey is not feasible, the U.S. Air Force reserves the right to make award to a business concern that is not within the country of Turkey. Interested firms must have a place of business in Turkey per their System for Award Management (SAM) registration. Contractors should be aware that this is a Turkish Installation and that all access to this installation is granted by the Turkish Air Force (TURAF). NOTE: Authorization to Foreign Vendors Bidders must warrant that they have been duly authorized to operate and do business in the country or countries in which the projected contract is to be performed, and that they have obtained, at no cost to the United States Government, all necessary licenses and permits required in connections with the projected contract, and that they will fully comply with all laws, decrees, labor standards and regulations of this country or countries during the performance of the projected contract. IFB (SF Form 1442) and related documents for this requirement will be issued in electronic format only, and will be made available online on/or about 31 July 2018 via the Federal Business Opportunities (FBO) website at https://www.fbo.gov/. The primary North American Industry Classification System (NAICS) Code for this procurement is 237120 - Oil and Gas Pipeline and Related Structures Construction. Description of Work - Work shall consist of, but not limited to, providing all labor, material, equipment, and transportation necessary to perform Tank 5, TankBau, Reconstruction and Repairs IAW the SOW. The selected contractor shall implement a full range of construction and engineering activities as specified in this project and in accordance with applicable compliance documents. The Contractor shall supply labor, equipment, materials, services, and transportation necessary to accomplish the work. The Contractor shall report on management, planning, and performance to effectively secure and monitor Prime Contractor and subcontract work. See attached Draft Statement of Work, Appendix A - Statement of Requirements (SOR). Contractor responsibility, IAW FAR 9.104, will be fully vetted to ensure the contractor has the necessary key personnel, financial resources, organization, and DOD fuels construction experience to perform the work described above. Contractors must be authorized/licensed to operate and do business in Turkey. The anticipated period of performance is 365 days and the estimated magnitude is between $1,000,000 and $5,000,000. IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on DoD solicitations must be registered in the System for Award Management (SAM) database. Failure to register in the SAM database will make an Bidder ineligible for award. The SAM website can be accessed at www.sam.gov/portal/SAM.
