- Description
- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to update the Hybrid Power Trailer-Light (HPT-L) and Fixed (Hybrid) Power System (FPS) in order to make these products fully functional and compatible with US Army program of record equipment. The Blinkless brand inverter control technology is currently the fully functioning component of the HPT-L and FPS. ERDC-CERL requires that the other inverter components which are currently failing be updated to integrate with the functioning Blinkless technology in order to meet hybrid power research requirements for testing and demonstrations. The HPT-L and the FPS systems currently have embedded Blinkless power system controls requiring both the HPT-L and FPS to be upgraded within the parameters of the Blinkless control technology, while incorporating lessons learned from data already gathered from work with CB EMS. Blinkless technology is proprietary to the developer/manufacturer, Blinkless Power Equipment LLC, and therefore the services required for these upgrades are only available through one specific vendor. Blinkless is the only source that has the technical background and experience with Contingency Base Energy Management System (CB EMS) to meet the CB EMS data transfer compatibility requirement. Therefore, ERDC-CERL intends to sole-source this requirement to Blinkless Power Equipment LLC under the authority of FAR 13.106-1(b)(1). This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 541330 which has a size standard of $15,000,000.00. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than 23 July 2018 at 5:00PM, Central Standard Time (CST), to: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
