- Electrical Upgrades at the Thomaston Dam Pre-Solicitation Notice. The U.S. Army Corps of Engineers, New England District plans to issue a set aside for certified small business contractors for Electrical Upgrades at the Thomaston Dam, located in Thomaston, CT. The NAICS code for the work described below is 238210 (Size Standard $15.0 Million). The project is planned to be issued in August 2018, and will be set aside for Small Businesses. The construction will extend over a one-month period occurring in the fall of 2018. The estimated magnitude of this project is between $100,000 and $250,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District when a solicitation becomes available. This Pre-solicitation Notice is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP)/ Request for Quote (RFQ)/ Invitation for Bid (IFB) or a promise to issue in the future. This project consists of the following Scope: • Demolish independent utility service to Operator's Quarters • Change main utility service from open delta to grounded wye • Install new meter socket disconnect and meter • Install new junction box on utility pole • Relocate generator set from gatehouse to project office area • Install new concrete slab, subbase fuel tank, and weatherproof enclosure for the generator • Provide trenching and install handhole for new wire & conduit • Inside Operator's Quarters: o Install new automatic transfer switch o Install two new panelboards o Install new safety switch • Inside Gatehouse: o Install new panelboard o Install existing 5kVA transformer o Install new enclosed circuit breaker o Replace gate motors with new o Replace motor controllers with new Additionally, the Government anticipates including a Definitive Responsibility Criterion (DRC) for this future solicitation. The DRC requirement means that if the apparent low bidder cannot meet this requirement, then the award would shift to the next lowest bidder who can substantiate this experience. This experience documentation would be not be requested until award is made. The Definitive Responsibility Criterion would consist of: "Interested firms should be able to provide a copy of a current E-1 (Unlimited electrical contractor's) license from the State of Connecticut." Firms may use subcontractors to meet this Criterion. Please note this solicitation is set aside for certified small businesses. This is not a request for proposals at this time, the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about August, 2018. The solicitation will only be available online only; in order to download the solicitation offerors must access the Federal Business Opportunities website (www.fbo.gov).
