- Description
- The Washington Headquarters Services (WHS), Acquisition Directorate, on behalf of the Office of the Under Secretary of Defense for Intelligence, intends to negotiate a firm fixed price, indefinite delivery, indefinite quantity (IDIQ) contract on a sole source basis to Dataminr, Inc. (6 E 32nd St Fl 2, New York, NY, 10016). The requirement is for modifications to Dataminr's real-time breaking-news alert service for safety and force protection that is currently licensed to the Department. This acquisition will be conducted in accordance with FAR Subpart 16.5 under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR Subpart 6.302-1, Only One Responsible Source and No Other Supplies Or Services Will Satisfy Agency Requirements, Other than Full and Open Competition. The NAICS code for this requirement is 541511 - Custom Computer Programming Services. The period of performance for this effort will include a 12-month base period with four (4) 12-month option periods. The total estimated value is NTE $25,000,000. The Government anticipates an award date on or about 2 November 2018. This notice is NOT a request for competitive proposals. Neither a solicitation nor performance work statement will be issued. However, any interested party may submit a statement of capability for consideration by the Government. All statements of capability must be submitted in writing by 5PM EST within three (3) business days of the date of this notice to Kaitlin Lockett, Contracting Officer at whs.mc-alex.ad.mbx.ssb-vendor-submissions@mail.mil. Telephone responses and requests will not be accepted. All written responses to this notice must include a clear and convincing demonstration of the party's ability to satisfy the requirements. A determination by the Government not to proceed with this proposed action based upon responses to this notice is solely within the discretion of the Government. The Government will not pay or reimburse for any costs incurred in the preparation of responses to this notice.
