Sources Sought Synopsis for AE IDIQ Services in the Western Region Sources Sought Synopsis for AE IDIQ Services in the Western Region 1.Objective The National Oceanic and Atmospheric Administration (NOAA) Strategic Sourcing and Acquisition Division (SSAD) is issuing this sources sought synopsis for Architectural and Engineering Services. It is a means of conducting market research to identify parties having an interest with the resources available to support this requirement. The result of this market research will contribute to determining the method of procurement. There is no solicitation at this time. This request for capabilities statements does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. 2.Background NOAA has a diverse and widespread inventory of facilities which are in continuing need of repair, renovation, modernization, and alteration. NOAA facilities can be found in all 50 states and in the US territories. NOAA's Project Planning and Management Division (PPMD) requires the support of AE services to help keep these facilities in mission ready condition. Response to this request will not serve as a proposal, bid, or offer, and will not be used by the Government to form a binding contract. The sole intent of this notice is to assess the capabilities and interests of business concerns in performing these services, in part so that a determination can be made on whether or not this requirement will be set aside for small business. All capabilities statements shall include the firms Name, Address, DUNS, Small Business designation (if applicable), POC, and applicable NAICS code for the work performed. 3.Description of requirement The Government intends to award Indefinite Delivery/ Indefinite Quantity (IDIQ) contract/s for professional Architectural/ Engineering (A/E) services to support the National Oceanic and Atmospheric Administration (NOAA), Project Planning and Management Division - Western Region (PPMD-WR). The contract's performance period will potentially be a base year with four option years for a total of five years. The primary geographic area is roughly the western half of the United States consisting of over 20 states and territories. PPMD-WR reserves the right to utilize the A/E Contractor in other locations within the U.S. and its territories on an exception basis. The Government is looking for industry input as to the applicable NAICS code for the listed work. Please provide a recommendation with your capability response. Typical A/E services include the following: architecture, engineering (i.e., structural, mechanical/plumbing, electrical, civil, fire protection, geotechnical, waterfront, etc.), design of administrative, scientific and industrial facilities, environmental assessment, energy design, schedule development, programming, landscape and site development design, energy audits, site investigations/surveys, facility investigation/surveys, surveying, cost estimating, value engineering, implementation of USGBC LEED guidelines where appropriate, construction administration/management, commissioning, quality control/assessments, coastal engineering, marine and coastal restoration, seawater systems, peer reviews, and post occupancy evaluations. 4.Key Tasks •Successfully manage and perform multiple projects concurrently. These projects can have widely varying degrees of size, cost, and complexity •Perform over a large geographic area •Develop Design/Build Bridging documents •Develop traditional contract documents to include drawings, specifications and cost estimates •Prepare NEPA Documentation and Environmental Analysis Capability can be demonstrated by showing the AE firms ability to accomplish contract requirements and key tasks. Responses to the sources sought should demonstrate: •Ability to manage and perform multiple simultaneous projects of varying size and complexity. Response should include at least three projects of varying sizes which demonstrate the capability range of your firm. Include sufficient information to provide understanding of the scope, size, and complexity of the project. Provide date when the project was being worked on to demonstrate ability to work multiple projects concurrently. •Ability to work over a large geographic area with concurrent projects in disparate locations. Response should include geographic location of past projects to demonstrate the locational range of work undertaken by your firm. Include project dates. •Successful experience in development of Design Build bridging documents. Response should include a brief description of three design build projects and demonstrate successful completion. •Successful experience with development of traditional contract documents. Response should include a brief description of three traditional designs and demonstrate successful completion. •Experience with Environmental Assessments and development of NEPA documentation. AE's capability should demonstrate successful completion of NEPA documents and Environmental assessments. Response should include a brief description of two past NEPA documentations either prepared directly by your firm or prepared by a sub-contracted consultant under your cognizance. Other key criteria critical for capability: Performance of task orders may require compliance with local laws, state laws, and federal laws. Firms shall show the capability of obtaining required certificates and professional licenses. The ability to obtain required certifications and professional licenses based on work in a wide range of states shall be documented in the capability statement. Based on the responses to this sources sought notice/market research, these proposed contracts may be set-aside for small businesses or may be procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Capability statements shall be no longer than ten pages (front and back). Please be sure to highlight your firm's ability to perform the work as described in this synopsis. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 7/27/2018.
