N00164-18-S-NB86 REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - Miniature Aiming Systems - IMPROVED DAY/NIGHT OBSERVATION DEVICE (INOD) - FSC 5855 - NAICS 333314 Issued Date: JULY 17 2018 - Closing Date: JULY 27 2018 MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this RFI/sources sought announcement as part of a market survey. The Navy intends to increase the overall ceiling and extend the ordering period to against existing Contract (N00164-12-D-JQ49) on a sole source basis for systems and sustainment in support of the INOD BKL III (SU-280/PAS) program to DRS Network & Imaging Systems, LLC (DRS). This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is due to an increase in requirements that would not be met in required timelines if the Government were to compete this action. The Government is in the beginning stages of acquisition for competing this effort in the future, but as stated above current requirements would not be met due to the timeframe associated with a new acquisition. The Government is seeking information from companies mitigating the sole-source basis listed above. The Government is seeking companies with the capabilities and facilities to produce the INOD program BLK III (SU-280/PAS). The Visual Augmentation Systems - Weapons Accessories (VASWA) Program at NSWC Crane is interested in receiving feedback and product information from industry in support of the INOD BLK III mission areas. All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks, mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government(s) consideration. This submission may be in the form of product literature, operating instructions, and/or supplemental technical documentation that define the item(s) and associated hardware. Potential sources should also provide any test results on the item(s) if applicable. Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. White papers may be submitted any time prior to expiration of this announcement.
