Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 18-6052-050-00305 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500.00 employees. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2018-07-19 16:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be College Station, TX 77840 The USDA Agricultural Research Service requires the following items, Brand Name Only (Exact Match), to the following: LI 001: Spectrometer - MPAII, FT-NIR Spectrometer MPA II, Flexible NIR spectrometer for method development and quality control. The validatable spectrometer is equipped with a sample compartment for the analysis of samples in transmission. The sample compartment is heatable up to 120 °C and automatically movable for the measurement of background spectra with inserted sample. Included is: - IN601C08, reduction insert for vials IN430 - IN430-001, 1 package vials with 8mm outer diameter - IN430-RACK, 1 rack with 96 positions for vials IN430 - Hardware and software for measuring OQ/PQ (Further accessories are required to carry out a qualification according to Pharm. Eur. 2.2.40 or USP 1119.) Optional extension modules and automation units allow the upgrade to a fully flexible analyzer for all spectroscopic applications: - MPAII-F, for connection of fiber optic probes - MPAII-R, an integrating sphere for the analysis of solids in diffuse reflection - MPAII-T, a measuring device for the transmission measurement of highly scattering samples - MPAII-W, an automatic sample changer for MPAII-R and MPAII-T options, 1, EA; LI 002: Extension Modules for MPA II - MPAII-F - Extension module MPAII-F consisting of: - fiber optic coupling unit for connection of one fiber optic probe (Bruker Quick Connect Coupling) - reference and storage module for up to 2 probes attached to the side of the spectrometer (factory installation only), 1, EA; LI 003: Probes (laboratory) - IN236E1 - NIR probe for liquids "quartz". Pistol grip model with external trigger and LED status lights. Includes 2m fiber optic cable with Bruker Quick connect (BQC). Fixed optical path length: 1mm Temperature: 150 °C (max) Recommended for MATRIX-F spectrometer: - IN198 or IN198-14 Probe holder for laboratory probes, 1, EA; LI 004: Data Systems - CS81/27+ - Data System, High-Performance - Specifications: - Intel i7 processor, >3 GHz Turbo - 16GB RAM - 256GB SSD or better - 1TB Hard Drive or better - CD/DVD writer - 23.8" min. TFT display - 2 or more USB 3.0, 4 or more USB 2.0 (or better); 2x RJ-45 Network; 1 Serial; 1 VGA; 2 DisplayPort; Line-in (stereo/microphone), Line-out (headphone/speaker), 2 or more PCIe - Operating System: Windows 10 Enterprise, 1, EA; LI 005: OPUS Spectroscopy Software - O/NIR_8.0+ - O/NIR_8.0+ 1PC 0.00 OPUS/NIR+, basic software package for quality control, version 8 OPUS/NIR is a fully integrated, configurable software for the measurement, processing, evaluation and display of NIR spectra in laboratory and process environments. OPUS/NIR provides versatile functionality for efficient data analysis yet is easy to use and has easy-to-use report generation and data exchange capabilities. OPUS/NIR is a validated software and supports the validation of the spectrometer (OQ, PQ). OPUS/NIR is cGMP/GLP compliant and - with additional package OPUS/VALIDATION - CFR 21p11 compliant. OPUS/NIR has an ODBC database interface for the storage of spectral data and evaluation results in either an internal or a customer-supplied and administered MS SQL database. The OPUS/NIR basic package is included with the spectrometer, 1, EA; LI 006: OPUS Spectroscopy Software- O/NIRLAB - OPUS/NIRLAB, user-friendly software package for automated quality control in the laboratory environment. The package contains the product-based OPUS/LAB software as well as the evaluation algorithms required for qualitative and quantitative analysis. The software includes: - Multi level user management - Product configuration - Measurement, different modes - Evaluation based on existing methods - Clear display of current evaluation result - Printing of reports - Easy data export - OQ test, PQ test - Permanent display of spectrometer status - GMP and 21CFR11 compliance - Online help For routine work, no further software packages are required. Exceptions: - Central administration in a spectrometer network requires S/ONET or O/ONET_CLIENT - Development of evaluation methods requires additionally OPUS/IDENT and/or OPUS/QUANT - Working in the regulated environment requires O/VAL, and possibly other OVP modules, 1, EA; LI 007: O/QU-N - OPUS/QUANT, quantitative analysis software using a full spectrum multivariate analysis (PLS) method for setting up models. Consists of methods for multiple parameters for reflection and transflection mode, which must be defined in the order after consultation with Bruker Optics / NIR department. The availability of the calibrations is depending on the measurement module and the sampling accessories of the customers instrument. A list is available on demand by Bruker Optics / NIR department. Required: S-SUGAR (Service Package for Sugar calibrations), 1, EA; LI 011: Services with orders - S950/C-US - Installation charge, on-site (per day, including travel charges, inland), 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, USDA Agricultural Research Service intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USDA Agricultural Research Service is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.
