- The Bureau of ATF intends to negotiate a sole source award with Manthei-Mess-Systeme of Germany for the purchase of one CartwinPro 4 license for installation on 26 computers. Cart-Win PRO is a verified and validated forensic tool by the U.S. Department of Commerce, National Institute of Standards and Technology (NIST) listed under the Forensic Database Firearms and Tool marks section. Manthei-Mess-Systeme is the sole provider of CartwinPro 4 licenses and upgrades worldwide, and there are no U.S. based resellers. CartwinPro 4 uses proprietary search algorithms for the operation of the software. The resulting search results are based on using proprietary methods of operation and are unique to CartwinPro 4. THIS IS NOT A REQUEST FOR PROPOSALS.
