*** Acknowledge this amendment when submitting your quote. *** The purpose of this amendment is to: 1) Answer prospective quoters' questions: Q1. The Statement of work states "Installation of the southern route directly to the parking lot will comply with ADA access standards." Although railings are required for the recycle lumber boardwalk ramp, the SOW does not address the need for handrails along the asphalt pathway to the parking lot. Should the asphalt path have handrails to comply with ADA. Is so, please provide a details or desired materials for handrail construction. A1. Answer: Railings not needed until slope exceeds 5%.; that is why they are only specified for the boardwalk ramp. Contractors may engage engineers to review plans for accessibility compliance before proceeding. Q2. The Statement of Work states that Asphalt and carpentry treatments will be standard. Please provide a typical paving section showing the desired thickness of asphalt and subbase material required. A2. See Attachment A0101 for typical paving section. Q3. The Statement of Work (Permits and Approvals) states in part "All work performed under this contract shall be done in accordance with applicable local, State and Federal codes, bylaws and regulations in effect at the time of this work." Considering the location of the work, the cutting of vegetation and manipulation of the dune, are any permits required for this work? If so, are they the responsibility of the contractor? A3. The NPS completed both the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA) compliance reviews for the project and no permits are required. Q4. With a performance period of 30 days after Notice to Proceed (NTP), when does the Government plan to issue NTP? A4. We plan to issue in a timely fashion once required submittals have been received, found acceptable, and Pre-construction conference is conducted. Q5. The grading on the conceptual site plan provided with the Statement of Work shows multiple runs between landings at 5 percent between 100 and 150 ft long. It is my understanding that in order to comply with ADA, you cannot have a rise of more than 30" in any single run (between level landings). As drawn, the rise of the runs between level landings will be from 60 - 90 inches, far above the maximum allowed by ADA. Please advise if this grading plan provided with the SOW should be used as a basis of pricing for this project. A5. Landings are not needed until grade exceeds 5% slope. Contractors may engage engineers to review plans for accessibility compliance before proceeding. Q6. The scope of work requests Polyforce or equal structural recycled lumber. The nearest Polyforce distributor is in NJ. For the small quantities needed it may not be economical to ship these materials. In addition, if sizes needed are not in stock, lead time is 3-4 weeks. With a 30 day performance period, would a pressure treated structural frame with composite decking/railings be acceptable as an alternative. A6. A pressure treated structural frame with composite decking/railings is an acceptable alternative; please specify if this is the material selection. Under Federal Acquisition Regulation (FAR) clause, as included in this RFQ, 52.249-10, Default (Fixed-Price Construction), the contractor may request that Contracting Officer extend the period of performance for several reasons including: Delays of subcontractors or suppliers at any tier arising from unforeseeable causes beyond the control and without the fault or negligence of both the Contractor and the subcontractors or suppliers. 2) Extend the Responses due Day until 2pm ET on Wednesday, July 25, 2018. 3) AutoCAD Drawings are attached as Attachment A0102 through A0111. 4) Update applicable Wage Rate Requirements (Construction) Wage Determination to MA180020 Rev. 3 dated 07/06/2018 [See attached].
