- SharePoint Attachment THIS IS NOT A SOLICITATION, INVITATION FOR BID, REQUEST FOR QUOTE (RFQ) OR A REQUEST FOR PROPOSAL (RFP). THIS IS A REQUEST FOR INFORMATION ANNOUNCEMENT ONLY. THIS REQUEST FOR INFORMATION IS FOR ACQUISITION PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THE ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF ANY GOVERNMENT ASSESSMENTS. PURPOSE: The U.S. Army Corps of Engineers Nashville District is conducting this Request for Information in support of Market Research to notify and seek potential qualified members of industry to gain knowledge of capabilities, interest, and qualification; to include the Small Business Community for completing the work effort relative for completing the work effort relative for the District's Cumberland River System Hydropower Rehabilitation Program. Responses to this Request for Information Synopsis will be used by the government in making appropriate acquisition decisions. The type of solicitation to be issued will depend upon the responses to this Request for Information synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The type of set-aside decision to be issued will depend upon the responses to this Request for Information. 1. DESCRIPTION: In 2011 the Nashville District issued a task order to develop and host a Microsoft SharePoint site in support of the District's Cumberland River System Hydropower Rehabilitation Program. The site serves as a Program management and reporting tool and is used to provide storage, display and access to customer-funded Program information to external stakeholders. This site serves to support the Program as a direct line of communication between USACE and the power preference customers by providing Program information in a "dashboard format". The information includes, but is not limited to, project and program documentation, financial reports, milestone reports, contract documents, sub-agreements, meeting information, work item documentation and work item status. The current requirement is to continue hosting and periodically modifying the existing SharePoint site. Alternatively, the Nashville District may entertain proposals for a new site with the migration of data from the existing site. A. SharePoint Site 1) The Nashville District uses Microsoft SharePoint V.10, but may entertain proposals for software that is secure, intuitive and offers better performance with the same features as the current Cumberland River System SharePoint Site. 2) The site must be access controlled, with provisions to grant read-only access and varying levels up to full access. Access must be available to non-governmental personnel as granted by a site administrator. 3) The Nashville District will provide data maintenance by adding new data monthly, and periodic revisions to existing information. 4) The site must provide data storage. 5) The site should be dashboard/menu driven to provide intuitive access to data and stored documents. 6) The site must provide the ability to graphical and textual displays of generation plant status. 7) The site must provide the ability to create and edit projects, work items, agreements, etc., in a form-filler type environment. 8) The site must provide options to search, sort and display documents and data by project, work item, work breakdown structure. 9) The site must provide the ability to add attributes to information that will allow further references and associations. 10) The site must provide statistics such as number of "hits" and individual users visiting each month. 11) The screenshot below shows a portion of the current site. B. SharePoint Site Support 1) Hosting: provide hosting to include all rack space and fees necessary to maintain access by the power preference customers to information reported by USACE regarding the Cumberland River System Hydropower Rehabilitation Program. Hosting shall be provided for the base year and multi-year options, if exercised. 2) Monthly Support: Monthly support shall include manpower to support the monthly project tracking and reporting requirements for the contract term. 3) Minimum of One Major Upgrade/Modification: Develop an updated release of the SharePoint site including minor updates to be issues as required based on feedback from SharePoint users. This shall include changes to the look/function of dashboards/pages and putting the updated SharePoint site on-line and in-use with all project and work items loaded. 4) Revise User List and Permissions: As directed by the Nashville District Program Manager, this shall include adding/removing personnel to/from the authorized users list and changing user permissions. Alternatively, a designated Nashville District employee may be given administrator rights to manage user permissions. C. Period of performance is anticipated to be one year with four option years 2. TYPE OF CONTRACT: Firm-Fixed Price. 3. TYPE OF SET-ASIDE: Total Small Business Set-Aside 4. NAICS CODE: 518210, Data Processing, Hosting, and Related Services 5. SBA SIZE STANDARD: $32.5M 6. CAPABILITY STATEMENT TO SHOW INTEREST AND INTENT: Respondents interested in performing the proposed project as a prime contractor should submit a capability statement for consideration that include the following: (In A through I). A. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. B. DUNS number and CAGE code. C. Are you a small business under this NAICS code? D. Business size/classification to include any designations (Small Business, HUBZone, 8(a), Women-owned, Service-Disabled Veteran-Owned, etc.). E. A Statement of Capability (SOC) stating your skills, experience, and knowledge required to perform the specified type of work as described above. This SOC should be a brief description of your company's capabilities. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. The potential bidders should provide brief references of relevant work they have performed and the magnitude. F. Indicate whether your company will perform the work directly, or intends to subcontract the work. If subcontracting, identify the percentage of work to be subcontracted. Identify the percentage of work your form may be capable of directly performing. G. Please indicate whether your firm is interested in submitting an offer for this project. H. Any other information that would assist in determining your company's capability in performing the described Statement of Work. 7.
