This announcement constitutes the only solicitation; bids are being requested and a separate written solicitation will not be issued. NOTE: Funds are NOT presently available for this requirement. No award shall be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of bids. In the event the Government cancels the solicitation, the Government has no obligation to reimburse a bidder for any costs. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99, Defense FAR Supplement Publication Notice 20180629, and Air Force Aquisition Circular 2018-0525. Bidders are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, as part of their bid. Due date for receipt of electronic bids is 17 Aug 18 @ 0900 EDT. Only electronic bids will be accepted. There is no site visit currently scheduled for this requirement. All questions regarding the solicitation should be submitted using the question and answer template (Attachment 7) provided via email NLT 25 Aug 18. Answers will be incorporated into the solicitation and made available to all interested parties through the Federal Business Opportunity website ( www.fbo.gov ). The Invitation for Bid includes only those terms and conditions determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices. The provision at 52.212-1, Instructions to Offerors -- Commercial; and the clauses at 52.212-4, Contract Terms and Conditions -- Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items; apply to this acquisition. Reference the Invitation for Bid documents for complete details and instructions, including all applicable clauses and provisions, necessary to submit a responsive bid.
