- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 6.302-1,a(2)(ii), with Thermo Electron North America, LLC, 1400 N Point PKWY STE 10, West Palm Beach, FL 33407-1976. The sole source justification is based on the following: The National Institute of Standards and Technology (NIST), Surface and Trace Chemical Analysis Group (STCAG) and the Materials Measurement Science Division (MMSD) are looking to procure a triple quadrupole mass spectrometer to couple to an existing ion chromatography system. Doing so will expand capabilities and research with trace level identification and quantification of inorganic and organic species critical to NIST's trace contraband detection programs. The addition of a mass spectrometer will allow for more sensitive and more specific quantification of compounds than achievable using just the existing ion chromatography system. The only system identified through market research capable of allowing for full interopabiliity with the existing ion chromatography system is the TSQ Quantis system which is manufactured by ThermoFisher Scientific. The STCAG currently has two liquid chromatography systems and one ion chromatography system from ThermoFisher Scientific. Procurement of a system that is directly compatible with these systems would prevent to purchase another liquid chromatography or ion chromatography system, which typically cost >$800,000. We request that a brand name only procurement be approved on the basis of FAR 6.302-1, a(2)(ii). For this procurement, both of the conditions of FAR 6.302-1, a(2)(ii) apply because of the prior acquisition of more than $150K in legacy equipment in addition to hundreds of man hours to replicate existing databases to be compatible with a different system. Additionally, the cost of purchasing new accessories and specialized equipment to fit a different system and meet research program requirements would unnecessarily delay MMSD's mission. The NAICS Code is 334516 with a size standard of 1,000. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 10:00 am ET June 30, 2018, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
