Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The U.S. Army Corps of Engineers (USACE), Pittsburgh District, intends to extend contract W911WN-13-D-0007 on a sole source basis under the authority of FAR 6.302-1(a)(2)(iii)(B) with IAP Worldwide Services, Inc., 7315 N Atlantic Ave., Cape Canaveral, FL 32920. The contract is for Advanced Contract Initiative (ACI) Temporary Emergency Power (TEMP) in Federal Emergency Management Agency (FEMA) Regions VI, VII, and VIII. FAR Clause 52.217-8 was in the solicitation and resulting contract but was not evaluated. The Pittsburgh District originally awarded this contract to IAP via unrestricted competition. The Pittsburgh District requires the continuation of the technical services as required until the follow-on source selection and resulting award are complete. This contract provides temporary emergency power generation, and fuel and maintenance of generators, at critical facilities in any location within FEMA Regions VI, VII, and VIII when requested by FEMA, within 21-24 hours of receiving a mission assignment. Critical facilities provide lifesaving or life sustaining services as well as other facilities when requested by FEMA on behalf of the state, local, and tribal governments of the areas I need of disaster relief. The period of performance will be a maximum of and not to exceed six (6) months from the date of modification. This is not a solicitation for competitive proposals; however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirement described herein. The Government will consider responses received by the established due date/time set forth in this notice. If no affirmative written responses are received by 11:59PM on 25 July 2018, award will be made without further notice. Any questions regarding this notice must be submitted in writing via email to the point of contact. A determination by the Government not to compete this requirement is solely within the discretion of the Government.
