Synopsis/Solicitation with attached PWS for Beale AFB Test Examiner. REQUEST FOR QUOTE - FA4686-18-R-0036 Test Examiner - Beale AFB, CA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The following Request for Quotes (RFQ) is being used for procurement of Test Examiner. The North American Industry Classification System (NAICS) code for this procurement is 611710. The size standard as described by the U.S. Small Business Administration for this procurement is $15 million. Small Business determination and tax identification numbers shall be submitted with quotes. This Request for Quote shall be 100% Women-Owned Small Business (WOSB) set aside. Offerors must be registered in the System for Award Management (SAM) to be considered for award. Offerors may register at www.sam.gov. A DUNS (Duns and Bradstreet) number is required in order to register. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Quotes are due by 09:00 AM PST, 25 July 2018. PERFORMANCE WORK STATEMENT Non-Personal Services Contract for Education Services Test Examiner 1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include the Defense Activity for Non-Traditional Education Support (DANTES), Career Development Course (CDC), Air Force Professional Military Education (PME) and various other exams as required by the Air Force testing programs. Authorized examinees that may test include active duty military, ANG, AFRC, members from other military service components, and DoD civilians. 2. PERIOD OF PERFORMANCE: Contract start date is 1 Oct 2018 through 30 Sep 2019 with three one-year option periods. 3. QUALIFICATIONS: A baccalaureate degree from a regionally accredited American college or university is required. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least one year in Air Force Education and Training programs within the least 3 years is desirable. Knowledge of/experience with standardized educational and military testing/electronic testing programs is required. Knowledge of/experience with Air Force terminology, office procedures, and education programs, plus familiarity/facility with Microsoft Office programs is highly desirable. Resumes and transcripts shall be submitted with proposals to the base contracting office. Applicant must obtain a Dunn & Bradstreet number prior to registering as a government contractor. Offerors must be registered in the Central Contractor Registry (CCR) to be considered for award. Offerors can register at http://www.ccr.gov. 4. WORK HOURS/DAYS: The government will determine the number of hours required each week and will notify the contractor with the intended schedule no later than 7 days prior to the designated work schedule. Normally a maximum of 8 hours will be performed in one calendar day, twice a week for a total of 16 hours per week. It is estimated that approximately 64 hours will be required per month. Each work day will include testing and applicable administrative time. Exact days and times of services may be jointly determined by contractor and government in advance and may be altered by mutual agreement according to changing program needs. Tests are not scheduled on Federal holidays, outside the normal 0800-1600 work hours, when the office is closed or when neither the TCO nor the ATCO is available to be present during testing. Ideally, one morning session (0800 - 1200) and one afternoon session (1300 - 1600) will be scheduled two times each week, depending on student demand. Occasionally, testing load may require an additional 8 hours during a week. Contractor will arrive one hour prior to start of test session to prepare testing room and to ensure sessions begin promptly on time and will provide constant visual supervision throughout the entire session. If a scheduled test session must be cancelled due to an emergency, a 24-hour notification prior to the start of the session must be provided by the test administrator to allow time to contact and reschedule those registered. Changes to the test schedule must be approved by the TCO/ATCO and must be advertised at least 2 weeks in advance.5. GUIDELINES6. SPECIAL REQUIREMENTS: a. Contractor must successfully complete (95 Percent correct) the Examination for DANTES Testing Personnel and DANTES Test Administrator's Instructional course within four weeks of assuming the position. Test Security training and Air University TCO Training must be completed annually. b. In performance of contract requirements, contractor is authorized access to DANTES and AU examinations and to the security container in which they are stored. c. Contractor must remain physically present during the entire testing session unless relieved by an appropriate authority.  7. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS a. Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Program Manager and sponsoring agencies Security Manager. An updated listing shall be provided when an employee's status or information changes. b. Security Training. The contractor ensures all contractor employees receive initial and recurring security education training from the sponsoring agencies security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program. IAW with AIR FORCE INSTRUCTION 33-204 1 APRIL 2004, Communications and Information, INFORMATION ASSURANCE (IA) AWARENESS PROGRAM, Section D-Training, 18. General Requirements, all contractor personnel using Air Force information systems will require specialized IA training prior to commencement of duties and responsibilities. Contractor employees will complete the Information Protection Training available either by accessing the Information Protection training through the AF Portal https://www.my.af.mil or the Advanced Distributed Learning System website directly - https://golearn.csd.disa.mil/kc/login/login.asp. Documentation of completed training will be maintained by the Education Services Element Chief or designee. c. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles. d. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc. e. Traffic Laws. The contractor and its employees shall comply with base traffic regulations. f. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Beale AFB. g. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. h. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by the quality assurance evaluator upon selection of award. i. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. j. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. k. Key Control. The contractor shall establish and implement methods to ensure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized personnel. The contractor shall not duplicate any keys issued by the government. 1) The contractor shall immediately report to the Quality Assurance Evaluator (QAE) or Program Manager any occurrences of lost or duplicated keys. 2) In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor. 3) The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor's employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas. 4) Lock Combinations: The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.8. MATERIALS AND EQUIPMENT9. SPECIFIC TASKS: a. All DANTES-approved examinations (to include but not limited to): college entrance exams (ACT, SAT); tests for college credit (CLEP, DSST); professional certification exams (PRAXIS, ASE); interest batteries (SII). All AETC (Type 6) exams, Defense Language Proficiency (DLPT), Defense Language Aptitude Battery (DLAB), English Comprehensive Level (ECL), career assessment inventories (CAI) and all other Air Force required examinations. b. All AU course exams including but not necessarily limited to CDCs, Course 14, Course 15, SOS, ACSC, and AWC. c. Any exam specifically required by an education institution for admission or for course enrollment, including placement tests. d. Tests requested to be administered by eligible personnel, such as correspondence courses and qualification/certification exams. e. Any test required by the Air Force including but not limited to DLPT, DLAB, AFCT, AETC Type 6, and AFOQT. f. Other tests used in local advisement or guidance programs, to include career assessment and interest inventories, as requested by the ESO. g. Federal Aviation Administration (FAA) exams will be administered upon request. 1) Complete FAA/JSAMTCC AKT Program training and provide confirmation to TCO 2) Adhere to the testing guidance contained in FAA Order 80.80.6 and the FAA Airman Knowledge Testing to include: applicant Identification, information verification, and authorization requirements Matrix. 3) Verify applicant identity, test authorization/eligibility, complete e-registration, and provide continuous applicant surveillance during administration of all FAA exams.NOTE:10. RELATED ADMINISTRATIVE TASKS: a) Check room prior to testing to ensure proper spacing between desks and that adequate lighting, heat and air exist. Before examinees enter testing room, place test snapshot, instructions, scratch paper, pencils on each computer station, as applicable. Re-start computers prior to the beginning each test session. Pre-login to each computer for the respective test. Immediately inform TCO/ATCO and contact IT if computer problems occur during login. Ensure testing office and testing room are kept in a condition conducive to good test performance. Vacuum testing room and empty trash (including shredded paper) in the testing room and administrative office, as required. Testing administrative office will be kept in a neat and clean manner. Wipe down all computer glass desk tops after each test session. b) Withdraw all test exams from safe prior to start of each test session (paper based); or prepare for electronic (e-testing) testing following e-testing procedures. Schedule members for CDC testing via FSDE SharePoint; for PME testing via AFAEMS pending test requests. Ensure all test snapshots are accurate/up-to-date; reflects student name, SSN, course information and current enrollment. If CDSAR snapshot is not provided, coordinate with UTM or member for the respective snapshot. Test Administrator must also pay close attention to detail to ensure duplicate/same exams are not administered to students in the event of a retest situation. Protect PII at all times. c) Require all examinees to be in military uniform and to present official picture identification before allowing them to test. d) Check test materials for marks/missing pages before issuing them to students. e) Maintain official test logs for all exams, showing the individual's name, the test title and the start and stop times for all test intervals. Ensure each student signs the test roster upon receipt of his/her test and that all entries are complete and legible. f) Instruct all examinees at the beginning of each session as follows: 1) To read carefully read and follow instructions exactly as they are printed in the test booklet and or computer display/screen. 2) To adhere to any prescribed time limits. The contractor will ensure exam time limits are adhered to and the examinee is aware of the time requirements for each test. g) Review each answer sheet (or computer screen/display image for electronic testing) as it is submitted by the examinee to ensure proper completion. h) Check each reusable answer booklet as it is returned for marks and erase them completely. Check all booklets for missing pages and enter the time they are returned in the test log. i) Print score reports, as applicable, for member and for our records. Batch and upload e-exam test data at the end of each test day. Maintain Test Summary reports on file for one year. j) Complete safe and test office security forms at the close of each test session or at the end of each test day, as applicable. Ensure money, supplies, forms, envelopes, inventories, brochures or booklets are not stored in the safe. k) Lock the safes, testing office doors, and windows before leaving the testing office. l) Prepare completed answer sheets, tests, checks/money orders, and any unused tests that may need to be returned, for mailing to the various testing agencies, according to the instruction for each type of test. All documents required for mailing will be fully completed by the contractor, except for the TCO/ATCO signature, prior to final check and sealing by the TCO/ATCO. m) Inform TCO/ATCO immediately of any irregularities, which may represent the potential for a test compromise or complaint from a testing candidate. If computer problems occur during test session, inform TCO/ATCO and immediately contact IT for assistance. n) Inventory exams upon receipt and enter test, serial, and part numbers in AFAEMS. Ensure entries are made no later than the first duty day after tests are received. Update DANTES inventory sheets monthly via computer or by typing a new one. o) Inventory contents of the safes (accountable DANTES and ECI materials or other tests as required) each time they are opened IAW DANTES and AFIADL Program Handbooks. Assist TCO/ATCO with weekly, monthly, and quarterly inventories/reports. p) Identify all newly arrived ECI tests on the envelope, showing the name of the student, test identification number, date received, and expiration date. Enter all in stock ECI tests into data file in the established format. Contact the Unit Training Manager to schedule testing within the next 30 days. q) Prepare DANTES order forms for TCO/ATCO signature and advise of under or over-stocking of any test related item. Ensure adequate numbers of tests and answer sheets are maintained at all times bases on prior usage patterns, student inputs and TCO recommendations. r) Notify students when tests have arrived, first by e-mail and later by phone if needed. Schedule students for Type 6 (JST) examinations. s) Discard obsolete materials within 7 days of receipt of new publication and ensure dated exams are returned by expiration deadlines. t) Maintain the DANTES Examination Program Handbook (DEPH), ensuring currency of all test instructions and policies. u) Maintain a file of special order tests and handle all follow-ups associated with these tests. Maintain and update SOP as changes occur. v) Maintain all documents and correspondence files in a neat and orderly manner. Separate files by calendar year. Contractor will be responsible for making file labels and setting up the file for each new calendar year. w) Process all necessary paperwork required for optimum operation of testing program. x) Refer all questions on schedule changes or testing policy to the TCO/ATCO and all questions on interpretation or application of test results to the counselors. y) Instruct all examinees at the beginning of each session IAW the instructions provided in Web Based Testing guide. Do not allow electronic devices (unless required by the examination), food, or drink in the testing room. z) Notify 3S2 FM and respective UTM of CDC exam failures. Notify UTM of CDC No Shows and those turned away due to not in uniform. aa) Maintain CDC and EPME statistical data to reflect number tested/passed. Identify AD, ANG, AFRC, Travis personnel, etc. At the end of each month, identify members (and their supervisors) who score 90% and above for delivery at Wing staff meeting. bb) Counsel EPME test takers of what to expect and what actions to take when they finish their exam, or if they fail a test. Contact EPME testers via telephone or email if there are issues with their test request. cc) Counsel CDC testers on what actions to take when they finish testing and how to interpret their score sheet in preparation for promotion testing. dd) Prior to each test session, utilize E-exam to create student records (as needed) and unlock the correct exam. Utilize Air University Portal to upload test batches at the end of each test day. When member's test score does not post to their record, troubleshoot error in test-batch and contact Air University for additional guidance, if needed. ee) When test errors occur that prevent test scores from posting, inform TCO and immediately coordinate with local IT for technical support. Coordinate with Air University to re-issue exams for testers who had server or computer errors during testing. Advise Unit Training Manager and member of their options.  10.
