Description
The Department of Veterans Affairs, Alexandria Medical Center, intends to solicit proposal from contractors in the metropolitan area, Pineville, Louisiana, to provide services as part of its Community-Based Health Care for Substance Use Disorders Services (SUDS). Safe-restrictive housing will be provided for Veterans to whom care is specifically authorized by the Alexandria VA Health Care System located at 2495 Shreveport Highway, 71 North, Pineville, Louisiana, 71603. The VA anticipates issuing a solicitation for this requirement on or about July 24, 2017, with a closing date for proposals on or about August 3, 2018. The solicitation will be available for download from www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. Services shall be furnished to beneficiaries for whom such care is specifically authorized by the Department of Veterans Affairs (DVA). It is understood that the type of patients to be provided services under this contract will normally require services above the level of simple room and board. Services shall include, but not be limited to, provision of an alcohol and drug free environment, facilitation of active voluntary affiliation with Alcoholics Anonymous/Narcotics Anonymous programs, supportive social activities, and individual counseling as required to facilitate overcoming resistance to engagement in DVA treatment or rehabilitative services. It is further understood that beneficiaries receiving services under this contract shall be provided access to basic health and hygiene maintenance opportunity, monitoring of medication compliance, appliances and materials for laundry needs and any other service or supplies without additional charge. The per diem rate established will be an all-inclusive rate. Initial contract awards are expected to be on or about September 1, 2018. Contracts will have a base term of one year, with options for four additional one-year terms exercisable at the discretion of the Contracting Officer. The Government will use a best value source selection method under Part 13 of the Federal Acquisition Regulation and anticipates making a firm-fixed price, indefinite delivery contract for this requirement. North American Industry Classification System (NAICS) Code is 623220 and size standard is $15 Million and the solicitation will be issued for Full and Open Competition (Unrestricted). All responsible sources may submit proposals which shall be considered by the Agency. To be eligible for award, contractors must be registered in SAM (System for Award Management) database (information on registration requirements can be obtained by the Internet at https://www.sam.gov and submit their complete Annual Representations and Certifications (ORCA) via online at https://orca.bpn.gov at proposal due date/time.
