Description
THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN OWNED SMALL BUSINESS CONTRACTORS. The Network Contracting Office 04 (NCO 04) /Altoona, PA (James E. Van Zandt VA Medical Center) intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price contract for Construction Services related to the project titled, Provide For Green Environmental Management (GEM) Phase I, Project Number 503-13-102. All construction must be in compliance with applicable codes, VA policy/standards, and the terms of this contract. The contractor shall provide all tools, travel, trades, labor, materials, permits, licenses and supervision for construction of the Provide For Green Environmental Management (GEM) Phase I project as indicated in drawings and specifications. Work includes, but not limited to, all labor, materials, tools, equipment, permits, testing, and reports required for SPS Work in Building 1 includes, but is not limited to, the demolition & removal of existing Ethylene Oxide sterilization equipment, construction of a new passageway to allow transfer of material from the decontamination side to the processed stores area per attached drawings, specifications, and all contract documents. Rain Garden, Drainage Pond and Storm Water related work includes but is not limited to the complete installation and successful operation of a new rain garden on existing facility property including all piping, all associated appurtenances, earthwork, fittings, gaskets, cleanouts, valves, check valves, pipe bedding, temporary and permanent erosion and sediment control, weirs, filter fabric, man holes, geotextile materials and site restoration, complete installation and successful operation of various drainage pond pumps, electric motors, filters, aerators, biological filter, stock tank, piping, unions, tees, elbows, all associated appurtenances, electrical receptacles, GFI Type circuit breakers, wiring, power cables, switches and conduit as described in the project specifications and further shown on the project drawings. The project located at the James E. Van Zandt VA Medical Center, 2907 Pleasant Valley Blvd, Altoona, PA 16602-4377. The period of performance is 180 calendar days from receipt of the Notice to Proceed. The solicitation, specifications and drawings will be available at http://www.fedbizopps.gov on or about July 26, 2018. Amendments to the solicitation will also be posted on this website. All parties must obtain solicitation documents and amendments to the solicitation through the web site. Hard copies will not be mailed. Interested parties must go to the http://www.fedbizopps.gov web site to be entered on the Interested Vendors Mailing List and to obtain copies of the Interested Vendors Mailing List. It is the responsibility of the Contractor to frequently check the website for all notices, amendments, etc., regarding this solicitation. The Government will not be responsible for any notification not sent or received by the Contractor regarding the solicitation. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with Federal Acquisition Regulation FAR Subpart 14. Furthermore, all respondents must be registered in SAM data base, see http://www.sam.gov and with VETS-4212 at http://www.dol.gov/vets/vets4212.htm at the time of bid submittal. Offerors shall also be verified in Department of Veterans Affairs (VA), Center for Veterans Enterprise (CVE) VetbBiz website at http://www.vetbiz.gov/ at time of bid offering in accordance with Veterans Affairs Acquisition Regulation (VAAR) Subpart 819.7003(b). Any offeror not CVE or SAM verified at time of bid submittal will be disqualified and bid will be rejected. This project is being solicited as a TOTAL 100 % SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Industry Classification System (NAICS) Code for this procurement is 236220, Commercial and Institutional Building Construction, with a small business size standard of $36.5 million in annual receipts for the past three years. The Magnitude of Construction cost is between $250,000.00 to $500,000.00. The solicitation issue date will be on or about July 26, 2018. All questions pertaining to this solicitation must be received in writing via e-mail to david.gottshall@va.gov & michael.koontz2@va.gov no later than 2:00 P.M. EST seven (7) calendar days prior to the deadline for the receipt of bids. (For Example, if the proposal Deadline is August 27, 2018 questions must be received no later than 2:00 P.M. on August 20, 2018.) NOTE: NO TELEPHONE REQUESTS WILL BE HONORED. FURTHERMORE, ONLY QUESTIONS RECEIVED FROM PRIME/GENERAL CONTRACTORS WILL BE REPLIED TO. All Questions must be submitted utilizing the following SUBJECT TITLE: Request for Information (RFI) 503-13-102 followed by the Subject Matter and Firm s Name. For example: Request for Information (RFI) - 503-13-102 Concrete - ABC Company. All responses to questions will be posted to the web site via amendment. Interested parties are strongly encouraged to review the entire Solicitation, especially the Specifications and Drawings prior to the Pre-Proposal Conference/Site Visit. A pre-proposal conference/site visit will be conducted for this solicitation as indicated in the Solicitation.
