Description

Sole Source Justification The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Olympus America, Inc. for the purchase of preventative maintenance services. The equipment in need of service is a highly specialized and complex endoscopic, video imaging, disinfection and sterilization system. This system is used in the laboratory to view, document the colon and genital tract of non-human primates, and safely and expeditiously clean, disinfect and sterilize the endoscopic instrumentation. The system is unique to Olympus America, Inc. and the manufacturer is the only company that can provide genuine parts and service to ensure proper and safe operation, and to maintain the current warranty. Reliable and safe operation of the equipment is critical for the health and safety of the laboratory personnel, animals, and advancement of research studies with the provided analytical data. Study conclusions are based on quality observations of this complex endoscopic video imaging system and using another vendor to service the system could jeopardize years of accumulated research data. Due to the specialized nature of the equipment and its specific product design and validation, the system requires Olympus America, Inc. to perform the maintenance and repairs to ensure proper and safe operation. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS; however, all responses received within ten (10) days of the issuance of this notice will be reviewed by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
