Description
On or about July 31, 2018, the Department of Labor, Employment and Training Administration (DOL ETA) anticipates issuing a Request for Proposal, (RFP). During year 1 of the RFP the scope will be to provide for Operation of the Ramey Job Corps Center in Puerto Rico located in the city of Aguadilla which will include Outreach and Admissions and Career Transition Services in both Puerto Rico and the U.S. Virgin Islands for eligible individuals participating in the Job Corps program. The first year will also require administration, security, maintenance at both the Arecibo and Barranquitas Job Corps Centers. The scope will include continued operations of the Ramey Job Corps Center and operations of the Arecibo Job Corps Center in the option periods with continued administration, security, maintenance at Barranquitas Job Corps Center. The Job Corps program was originally established by the Economic Opportunity Act of 1964; current authorization for the program is authorized under the Workforce Innovation and Opportunity Act (WIOA) of 2014. The Job Corps program is a national residential and non-residential training and employment program administered by the United States Department of Labor to address multiple barriers to employment faced by disadvantaged youth, ages 16-24 years, throughout the United States. This requirement requires the contractor to operate the aforementioned Job Corps center which includes provision of academic, career technical, career success and independent living skills, career readiness training, and support services, at Ramey Job Corps Center for an estimated total of: 470 students of which 174 are residential male students and 106 are residential female students, 97 are nonresidential male students and 93 are nonresidential female students. The option periods will include both Ramey and Arecibo Job Corps Centers, Ramey will have the same student goals however Arecibo will have an estimated total of: 201 students of which 72 are residential male students and 59 are residential female students, 35 are nonresidential male students and 35 are nonresidential female students. The contractor shall also operate residential quarters (housing) and services at Ramey during year 1 and both Ramey and Arecibo for the option years for all students as applicable. The requirement also includes Outreach and Admissions services in Puerto Rico and the U.S. Virgin Islands and shall ensure the arrival of an estimated minimum of 700 students into the Ramey Job Corps Center for Year 1, 1,000 students into both Ramey and Arecibo in the option periods and 254 students for U.S. Virgin Islands for residential and nonresidential male and female students. The contractor will also be required to provide Post-Center Career Transition Services for Year 1 for 564 graduates in Puerto Rico, 152 graduates for U.S. Virgin Islands, 281 Former Enrollees in Puerto Rico and 76 Former Enrollees U.S. Virgin Islands. Option Year 1 Post-Center Career Transition Services will be for 365 graduates in Puerto Rico, 152 graduates for U.S. Virgin Islands, 197 Former Enrollees in Puerto Rico and 176 Former Enrollees for U.S. Virgin Islands. Options periods 2 and 3 Post-Center Career Transition Services will be for 564 graduates in Puerto Rico, 152 graduates for U.S. Virgin Islands, 281 Former Enrollees in Puerto Rico and 76 Former Enrollees in U.S. Virgin Islands. The RFP will be available on the World Wide Web at the government point of entry, (FEDBIZOPPS.GOV), http://www.fbo.gov. The RFP will be posted as an unrestricted requirement and will be primarily firm-fixed price with a combination of cost-reimbursement contract line items. It is anticipated that the resultant contract will have a one-year base period of performance and three unilateral one-year option periods.
