Description
THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. This procurement will be processed pursuant to FAR part 12 and Part 13.5. No solicitation will be issued. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 10 days of this notice. No telephone calls are being accepted. The United States Department of Agriculture (USDA), Economic Research Service (ERS), intends to negotiate and award on a Justification for Other Than Full and Open Competition (JOFOC) basis. A purchase order will be one-year firm-fixed price (plus four 1-year option periods) awarded to John A. Kirlin for all assigned tasks related to managing all aspects of FoodAPS operations. The tasks include, but are not limited to: providing specialized technical expertise; coordinating external and internal reviews of deliverables; proposing creative methodological solutions to addressing unexpected challenges throughout the project; conducting disclosure risk review of research proposals based on the data collected; performing disclosure risk reviews of all material submitted by researchers which requires efficient use of the systems at University of Chicago's NORC Data Enclave where FoodAPS data are maintained; participating in public dissemination of FoodAPS information; providing technical expertise/advice to various audiences; collaborating with ERS on various methodological and economic studies related to FoodAPS. The anticipated date of award will be no later than: 09/30/2018. John A. Kirlin is a highly qualified contractor with extensive knowledge and skills which make him uniquely qualified to support the Food APS initiative. Dr. John Kirlin has over 15 years of experience in the details of USDA's food assistance program planning and operation. He has published a number of policy relevant and methodological research in the scientific community. He has an in-depth and first-hand understanding of the operations of Economic Research Service (ERS) mission area based on his experience at USDA-ERS. He also has extensive knowledge of FoodAPS operations and components. He has extensive experience in survey management. In addition, he has worked closely in collaborative research activities by internal and external partners applying FoodAPS to food program and policy issues facing the Nation. Specifically, Dr. Kirlin has in-depth knowledge of FoodAPS study design, data collection instruments, survey sampling, field data collection operation, and final data dissemination. Dr. Kirlin has demonstrated qualifications in coordinating FoodAPS project activities. In addition, Dr. Kirlin has demonstrated effective and efficient communication skills between Federal Statistical Agencies and the public. Dr. Kirlin has in-depth knowledge and experience in identifying and solving disclosure risk associated with using FoodAPS data, supporting the extensive user community. Dr. Kirlin's skill set and track record of success in working with the research community make him the only vendor able to support USDA's activities in working with the users community and representing ERS in addressing challenges of developing high-quality and relevant data that support the Department in meeting its objectives and goals of serving the Nation and the public responsibly.
