Description
Architectural and Engineering Services - design phase, renovation of building 239A at NASA Ames Research Center (Moffett Field) in Mountain View, CA The U.S. Geological Survey is beginning the process of moving from its current location in Menlo Park, CA to NASA Ames Research Park (Moffett Field) in Mountain View, CA. The first phase, ongoing, involves the renovation of office space in building 19 at Moffett Field to support approximately 200 employees. The second phase is the planned renovation of building 239A, which will house USGS' laboratory space. The current laboratory space inventory in Menlo Park is approximately 60,000 square feet. It is expected that approximately less than half of this inventory will fit in building 239A and so only the highest priority spaces will be relocated. The scope of this effort is the architectural and engineering services necessary to support this move from the schematic design phase through construction administration, including laboratory programming/planning and design, cost estimating, and bid phase services. We expect it will be necessary to "gut" building 239A down to the structure and to replace all systems with new. We expect the period of performance from design through construction will be approximately two years. The estimated magnitude of construction is more than $10M. The USGS contemplates award of a firm-fixed price contract in accordance with the procedures of FAR Subpart 36.6, Architect-Engineer Services. The request for qualifications, including a detailed statement of work and contractor evaluation criteria, will be available on or after 07/30/2018 - do not submit your qualifications in response to this announcement. The applicable North American Industry Classification System (NAICS, 2017) code is 541310, "architectural services." The associated size standard is $7.5M in average (three year moving average) annual revenue. The applicable Product Service Code (PSC) is C1DB, "architect and engineering - construction: laboratories and clinics." This immediate acquisition is unrestricted (full and open competition). There is no incumbent working on building 239A. At building 19, the design/construction management incumbent is CTA Architect Engineers, the demolition contractor was TSI Engineering (demo is complete), and the tenant improvements contractor is Anthem Builders (ongoing).
