- AID 302-3 -- Offerer information for Personal Services Contracts Full Position Description of the position, outlining duties, responsibilities, qualifications required reporting relationship and evaluation criteria. The position will serve as the USPSC Program Officer focusing on Performance Management Plan implementation, monitoring and evaluation (M&E) integration in project and activity designs, budget planning and management for program design and learning funding, and organizational learning and adaptive programmatic management. The Program Officer will oversee a monitoring, evaluation, and learning support (MEL) contract with multiple long- and short-term staff, training events, and other activities. The incumbent will supervise the Program Office's Monitoring and Evaluation Specialist and up to two contractor Integration and Learning Advisors. This position provides support, backstopping, and coordination for the monitoring, implementation, and evaluation of USAID/Tanzania development programs. S/he supports monitoring, evaluation and learning efforts in the Mission and utilizes this information to inform project designs and modifications as well as the achievement of the country development strategy. The Program Officer will provide critical support to documentation related to all annual reviews including, but not limited to, the Development Objective Quarterly Reviews/Portfolio Reviews, the Performance Plan and Report (annual results reporting), the Mission Resource Request (initial budget plan), the Operational Plan (detailed current budget plan), the Congressional Budget Justification, Congressional Bureau Notices, taskers, and requests for information. S/he is expected to function with a moderate degree of independence and work closely with the USAID/Tanzania technical and support staff.
