- SEE ATTACHED RFQ **This is a fiscal year 2019 requirement to start 10/01/18 - 9/30/19** **See attached RFQ for details** This unrestricted solicitation and contract award is based on full and open competition in accordance with FAR 52.211-6; Brand Name or Equal. A Technical Evaluation of vendors quote will consist of technical capability to provide and perform specifications requested and offer must be found technically acceptable by Naval Medical Center Portsmouth after review. If response does not include enough information to perform a technical evaluation it will be considered Non-Responsive. Quotes should reflect pricing on all items for consideration (NO PDF Files), the quote can be accepted in a locked word document. All other documentation PDF's are acceptable. The information identified in Section M of the RFQ must be included in your response. The government reserves the right to make a "Best Value" award with 1st consideration to vendors with superior past performance. This requirement will be issued as a "Best Value" requirement. Evaluation factors include: past performance, ability to meet specifications identified in Section C of RFQ, warranty of product, price. Additionally, the government reserves the right to make an "all or none" award.
