- NOTICE OF INTENT TO SOLE SOURCE, XConnect Software Maintenance-BPA Ref. No. 140R3018Q0115 This solicitation is being advertised as a noncompetitive sole source solicitation, because there is only one responsible source and no other supplies or services will satisfy agency requirements. The Bureau of Reclamation has a requirement for XConnect software maintenance and support services. The services include providing software maintenance, on-site upgrades, training, and telephone technical support for proprietary XConnect software. The software retrieves river and reservoir data from multiple sites and writes it directly to a Hydrologic Database in support of Boulder Canyon operations on the Lower Colorado River. The NAICS for this action is 511210, Software Publishers, which has a small business size standard of $38.5 million. Award is anticipated in July 2018. The resulting contract will be a Blanket Purchase Agreement (BPA)-type award with a 5-year ordering period and fixed yearly rates for the software maintenance and support. All responsible sources may submit a quotation, capability statement, proposal, explanation and evidence as to how your company will provide maintenance and support, manage, maintain, and repair software that is otherwise proprietary by Tuesday, June 19, 2018 which shall be considered by the agency.
