This is a pre-solicitation notice for the Global Combat Support System - Marine Corps (GCSS-MC) Increment 1 Solicitation M67854-18-R-7600 for the procurement of the Post Deployment Software Support (PDSS). The planned date for release of the Request for Proposals (RFP) is prior to 15 June 2018. Marine Corps Systems Command (MCSC) will issue a solicitation for full and open competition to award a single award indefinite-delivery/indefinite-quantity (IDIQ) type contract that includes fixed-price incentive and other contract type contract line items. The requirement is for post deployment system support, software development, and transition support for the Information Technology (IT) systems that constitute GCSS-MC/LCM Increment 1. The GCSS-MC PMO requires technical, operational, and sustainment services essential to support, operate and maintain the current GCSS-MC/LCM Increment 1 system in order to sustain 24 hour-a day, 7-day-a-week, 365-day-a-year worldwide end-user access to GCSS-MC/LCM Increment 1 services, which includes operation of the production system, user service desk operations, correction of defects, capability improvements, information assurance, logistics support, and development, and test instance management. The RFP will include the ability to access Government Furnished Information (GFI). T he RFP will not be providing the GFI with the posting, but the RFP will provide directions for obtaining the necessary GFI from GCSS-MC. The GFI must be requested by the date indicated in the solicitation posting or it may not be received in time. The solicitation will include a two-step evaluation process. The first step will be a go/no-go evaluation. Those proposals passing the go/no-go evaluation will then advance to the Full Proposal Evaluation. Those not passing the go/no-go evaluation will no longer be evaluated. The awardee will be selected on the basis of best value using trade-offs in the full proposal evaluation. The NAICS Code for the PDSS procurement will be 54511 (Custom Computer Programming Services) with a size standard of $25 million. All organizations capable of providing the requirements contained in the solicitation are encouraged to submit a response to the solicitation. Any firm interested in this planned procurement is advised to monitor the Federal Business Opportunities (FBO) website at http://www.fbo.gov. The solicitation will consist of the RFP (SF 33) and all associated Attachments and Exhibits. As a means of performing market research, MCSC utilized several industry day events and draft RFPs to solicit feedback from industry. These events and requests provided opportunities for interested parties to pose questions and submit recommendations to MCSC, however, these questions and recommendations may not have led to changes being made in the forthcoming RFP. The contents of previous public notices are no longer valid, and shall have no effect on the formal solicitation, as only the contents of the solicitation posted with this notice constitutes the formal RFP. All previous notices are null and void. This RFP is to be considered a wholly new effort, and any previously submitted questions or recommendations that remain unaddressed must be resubmitted in response to the upcoming solicitation, and shall not reference any previous solicitation.
