- AEDS RFP and Attachments THIS IS A REQUEST FOR PROPOSALS (RFP). This notice is related to Sources Sought Notice NIH-NICHD-2018-09, released on January 16, 2018. The Pre-Solicitation Notice was released on May 25, 2018. This acquisition is handled on behalf of the National Institute on Alcohol Abuse and Alcoholism (NIAAA) by the National Institute of Child Health and Human Development (NICHD) Office of Acquisitions (OA), as the NIAAA is supported by the NICHD Consolidated Operations Acquisition Center (COAC). The NIAAA has a requirement to award a contract that will provide in-house statistical and programming support for use by NIAAA staff who are conducting alcohol-related epidemiologic research. The Alcohol Epidemiologic Data System (AEDS) provides NIAAA staff with technical supporting, including expert statistical analysis and computer programming to facilitate publication by NIAAA staff of secondary analyses of epidemiologic survey and other data in reports and scientific journals. The AEDS contract will coordinate with another NIAAA contract, the Alcohol Policy Information System (APIS) by performing, on request from the AEDS Contracting Officer Representative, data linkage between existing datasets containing problem indicator data and alcohol policy data available from APIS. This procurement is restricted to small businesses. Only small businesses eligible under North American Industry Classification System (NAICS) code 541990, titled: All other Professional, Scientific and Technical Services, and with a small business standard size of $15 million may submit a proposal. This RFP will only be available via the internet at the above website. Potential Offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation available, telephone requests will not be honored, and no bidders list will be maintained. Potential Offerors are required to direct all questions via e-mail to the primary or secondary points of contact on this notice. Offerors are responsible for routinely checking FedBizOpps website for any possible solicitation amendments that may be issued.
