Description
Statement of Work The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with MetOcean Data Systems Limited to transmit, decode, disseminate, and access the data transmissions of thirty-three (33) iridium drifters for the Atlantic Oceanographic and Meteorological Laboratory (AOML) in Miami, FL. Justification for Sole Source NOAA/AOML took over the data transmissions of thirty-three (33) iridium drifters purchased, activated, and deployed by the University of Hamburg, Germany. The University of Hamburg, Germany had been operating these drifters for three (3) months (January 2017 - March 2017) and then ownership was transferred from the University to US Government for an additional twelve (12) months (June 2017 - June 2018). The drifters continue to transmit and provide quality data in the South Atlantic, which is an area of interest for the Government. AOML deploys, collects, and quality controls data from drifters covering the entire globe to provide surface velocity and seas surface temperature measurements in an effort to improve climate predictions. These drifters are already positioned in the South Atlantic Ocean, therefore allowing operations to shift elsewhere without incurring extra expenses or disruption in service. It is NOAA/AOML's intent to continue this mission for another three (3) year period. MetOcean is the manufacturer of these thirty-three (33) iridium drifters. While the government recognizes that there are other commercial iridium resellers besides MetOcean, the initial fifteen (15) months of data would be interrupted by a switch to a different provider. Furthermore, if another company is used, the government would incur additional set up costs such as, deactivation/ reactivation fees and costs associated with gathering the deployed drifters and preparing them with new decoders to access the data, and reshipping them to their destination. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the data service may submit substantiating documentation in writing within ten (10) days of this notice. Responses can be sent via e-mail to elliott.waxman@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
