- The Department of Veterans Affairs intends to issue sole-source firm-fixed one-time procurement of SW License for UNIPOC for use at the Central Alabama Veterans Health Care System, 215 Perry Hill Road, Montgomery, AL 36109. A sole source procurement will be issued to Abbott Labs Inc. Upgrade of server and interface software used with Abbott Diabetes Care Point of Care glucose meters. This vendor has a sole contract with Abbott Diabetes Care which supplies the current point of care glucose meters used at all VISN 7 facilities under VISN Contract No. V797P5478X. There is no other company that writes and supports HL7 interface programs which work in conjunction with the Abbott Diabetes Care data management system. This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b)(2), "soliciting from a sole source." The NAICS code is 511210 and has a size standard of $38.5 million for this procurement. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 1:00pm EST, May 17, 2018 to: Benford.Brundage@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in GSA eBUY or FBO.gov. However, responses to this notice will not be considered adequate responses to a solicitation. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
