IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its intention to procure Vixen 500 Radar initial spares and equipment in support of the United States Navy Test Pilot School C-26A aircraft. This effort is in support of the Leonardo Vixen 500 Active Electronic Scanned Array (AESA) Radar system which is in support of the United States Naval Test Pilot School Airborne Systems ground and flight training syllabus. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. ELIGIBILITY The PSC for this requirement is 5841; the NAICS is 334511 with a size standard of 1,250 employees. All interested businesses are encouraged to respond. ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance is 5 years. The anticipated start date is 30 September 2018. ANTICIPATED CONTRACT TYPE The contract type is anticipated to be IDIQ Cost and Fixed-Price. REQUIRED CAPABILITIES The USN has procured the Leonardo Vixen 500 Active Electronic Scanned Array (AESA) Radar system. This is for request is for the initial spares, equipment and support of the C-26A aircraft. See attached Statement of Work and parts list. SUBMISSION DETAILS Interested business shall submit a brief capabilities statement package (no more than ten 8.5 x 11 inch pages, font no smaller than 12 point, 1.5 spaced) demonstrating their ability to perform the supplies or services listed in the attached required capabilities described herein; Documentation should be in bullet format. This documentation must address, at a minimum, the following: 1. title of the Statement of Work. 2. c ompany profile to include number of employees, annual review, history, office location(s), DUNS number and a statement regarding current small/large business status; 3. What type of work has your company performed in the past in support of the same or similar requirement? 4. Can or has your company managed or supplied parts of this nature? 5. If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in this statement of work. 6. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, CAGE code, DUNS number, etc. 7. Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern The capability statement package shall be sent by mail to AIR 2.5.1.12.3, Attention: Amy Olszewski, 21983 Bundy Road, Building 441, Patuxent River, Maryland 20670 or by facsimile to (301) 757-8959 or by e-mail to amy.olszewski@navy.mil.
